With the rapid development of China’s real estate industry and the rising price of commercial housing,the purchasing power of low-and middle-income urban families,employed workers without houses and migrant workers in urban areas has decreased,and even the high rent and stable housing have become difficulties.In light of China’s national conditions,the Party and the government have implemented policies on low-rent housing,affordable housing,public rental housing and shared property housing in cities and towns,forming a relatively complete housing security system,and effectively solving the basic housing needs of families and the unfair allocation of housing resources in families with housing difficulties.The management of public rental housing has been gradually optimized in years of operation,but there are still problems of complicated application review process,insufficient rental management and low efficiency of housing circulation.This paper mainly studies the pre-lease management,lease management and exit management in the operation of public rental housing in Harbin city.the Market Failure Model,Maslow’s Hierarchy of Needs and New Public Service Theory are clarified,the current situation of the operation process of public rental housing system is analyzed by literature investigation method and interview method,and put forward suggestions on the management and operation of public rental housing in Harbin based on the actual situation.Strengthen the pre-lease management by deepening the grass-roots system construction and promoting the information process;Optimize the lease management through property management,supervision and surrounding facilities;The mechanism,laws and regulations also need to be improved and supplemented by rewards and punishments to realize the effective circulation of housing.Through the improvement of the public housing system in Harbin,we strive to achieve efficient,convenient and more accurate projects benefiting the people,which also provide reference for the management and operation of public rental housing in other cities in China. |
