But there is still no unified fishing vessel data and application integration system, which unable to grasp the real situation of the fishing boats, so this become an urgent bottleneck to solved the in-depth development of fisheries and oceans information.In this paper, according to the actual situation of the supervision and administration of fishing vessels, first from the research of management mode, analyzes A management mode (pyramid organizational structure), B management mode (flat learning organization architecture) and C management mode (smart structure), combined with the actual demand we optioned C management mode, which adopt "people-oriented" type of organization structure, operation principle of "people-oriented" and the nature of the Dow process as one of the management idea, construction of fishing boats regulatory system. Secondly, analyzed the important role of information technology in the enterprise or organization, and highly analyzed the role of information technology applied to the fishing vessel regulatory process and significance of the integrated use of computer technology, database technology and Internet technology, radio frequency card technology ect., put forward fishing vessel supervision information management mode.
