Research On Double Control System Of Fishing Vessel In China

Marine fishers have been the key point of development since ancient times. Fisheryresources plays an important role in the adjustment diet structure while it solves theclothing and food problems. In the past, large-scale exploitation of fishery resources bringsus hug economic and social benefits. And yet, with the growth of the number of populationand the development of economy, as well as the immoderate fishing, all results in thedepletion of fishery resources, seriousness of the ocean population and significantdisruptions of ecosystems. Therefore, China starts to implement a system of total quantitycontrol in1987on both domestic fishing-boat number and power of fishing vessel(as acontraction “double control”). But over the past few decades, the number and power offishing boats had not been decreased-it seems to be more and more,“double control” turnsto “out of control”. In view of the plight of development of fishery and the failure of“double control”, to develop research on Chinese fisheries “double control” is particularlyimportant. This thesis intends to make some suggestions getting from researches onsituation and problems of “double control”, to improve “double control” system, promotesustainable fisheries development.To achieve the above purpose, the thesis uses the materials and comparative research,theoretically and empirically prove the necessity of “double control” system. Meanwhile, itpoints out the evaluation, scientification and elaboration problems of existing “doublecontrol” target, together with the issues of clear definition, clear goal and fishing vesselmanagement about “double control”. Then it analyses the deeper causes of systemicfailures by using game theory,“tragedy of the commons” and sustainable developmenttheory. All that shows resource disposition is the essence of “double control” system,scarcity of indicator and fairness of assignment is the crus why “double control” turns into“out of control”.In chapter5, we introduce the “double control” implementations and some confusionin the course in Zhou Shan City., further explains that only depends on “double control”system is not enough to improve the sustainable development of fishery resource,corresponding supporting measures is also needed, then form more completerecommendation. Some counter measures to improve policy:(1) promptly create thesystem of fisheries in China.(2)“Double control” index base and classification shall be scientifically determined.(3) Categorize and clear the principal part of “double control”.(4)Complete the implementation and management system of “double control”.(5) Introducequota system and implement the separation of powers. Some supporting measures areincluded on basic of it.(1) Improve fishing vessel standardization management.(2)Improve fishing gear standardization management.(3) Perfect fishing permits system.(4)Set up index system of circulation of “double control”.(5) strengthen the fishing industryand fishery research.(6) Reform pilot project.
