Local Government Functions In The Development Of Tourism In The Process Of Optimization

As a comprehensive service industry, Tourism industry has become an important industry for local government in China on driving regional economy development. The government department, as leader of local tourism resource and planner of tourism development, has taken great responsibilities on planning, developing, protecting, management, conducting propaganda, popularizing and supervising, how to find its position among those functions and how to take perfect effects of government function, are critical issues for each level of government department.This paper aims to accomplish research and analysis on local government function issue in tourism development with six chapters exposition, which adapts three research approaches, that is, literature review, synthesis analytic method and case study method.Chapter One The introduction part basically expatiates the basis argumentation of the paper topic with exposition on research background and reviews, and analizes theoretical significance and realistic meaning.Chapter Two Basic concepts and relative theory. Sum up basic concepts on Tourism, consititution and special attributes, and basic local government function on pushing forward tourism development. The theoretical basis for this paper research is Public Goods Theory and New Public Administration Theory.Chapter Three Expounds Tourism current development situation on Yinchuan City and function difficulities facing in the development process. It objectively analyzes current situation on Yinchuan City Tourism development, which summerize the current tourism resources owned by Yinchuan City, also sum up significant contributions made by Yinchuan City Government in different stages of tourism development process. Moreover, from three basic government functions, macro-regulation function, social service function and public administration function, it analyzes existing function difficulties Yinchuan City Government facing in the tourism development process.Chapter Four Analyzes the roots of above function difficulties. The main reason for this shall be, the government is lacking of scientific industry development concepts which should be theory guidance. Meanwhile, government department dislocation, position offside, function location issue for absence, existing absence issue for government department organization structure, and inadequate implementation of government department policies, all of these factors will result in occurance of function difficulties.Chapter Five This paper takes Xi’an City and Xi’shuang Ban’na Ctiy as outstanding touring city to make case study, and with concluding various effective measures and successful experience by government department on enhancing tourism development, also combine with the actual situation of Yinchuan City tourism development, it offers reasonable suggestions for future development.Chapter Six For the combination of contents from these chapters, it offers function optimization measures for Yinchuan City Government in the tourism industry development process. With the following Six suggestions, it trys to resolve those encountered difficulties for current Yinchuan City Tourism Development, that is, establishing scientific Tourism development concept; perfecting Tourism industry policies; carrying out Tourism administration system improvement; enhancing supply on the tourism public goods and public service; intensifying supervision on marketing fuction.
