The Government's Management Function Of Hainan Tourism Industry Development

With China's sustained and rapid development of economy,great changes have been taken place in the tourism industry in China.What is more,the tourism industry have entered into a new stage:the industry scale grows bigger and bigger,the quantity of employment is increasing quickly,the management system and business environment are becoming better and better,especially in the past decade,and the institutional system of tourism industry continues to look for innovative ways to stay ahead.Local government as a regional tourism practitioner and regulator has a lot of responsibilities to undertake the control and coordination,management and service,development and protection,publicity and promotion.How to get the government positioning again,and how to accelerate the change of government function is another huge and extremely important issue for the local governments.The location of Hainan province has decided the important role of strategy of"the Belt and Road Initiatives".The construction of international tourism island has bring an new opportunity of development for Hainan province too.Therefore,how to proceed from Chinese and Hainan's reality,and to find the government's position again is very important.On the one hand,the government have to perfect the strategy,policy and guiding service as soon as possible,on the other hand,the government should improve the executive power and administrative power quickly,which is the Hainan local party need to solve the major issue urgently.This thesis is designed to complete the research and analysis about local government function problems,which adapts three study approaches:literature analysis method,comprehensive analysis method and case analysis method.The first part introduce the domestic and international study about government function,take Hainan as an research object,and established ideas and framework of this research.The second part through the analysis of the market and government,get the exact position of government function in the development of tourism.The third part introduce the current environment resources in Hainan province,what is more,reviewing the significant contributions made by Hainan government in different stages,sums up the current issues on the implementation of government function in the development of tourism.The fourth part quest the sources of above function troubles.There are four main reasons:the government lack of scientific theory guidance;issue for government department organization structure;the government inadequate of executive force;What is more,the government department also have some problems about dislocation,position offside,and function location.The fifth part the paper learn more about some useful ideas and successful experiences from the famous touring city including international and domestic,combined with the actual situation of Hainan.The last part,to cure the above problems,this paper put forward some rational proposals about optimizing the government's function for Hainan government in the tourism industry development process,and try to resolve those encountered difficulties for current Hainan tourism industry.
