Z town as the pilot district of the development of new urbanization in Suzhou, promotes the construction of small towns and promotes the agricultural population becoming the local people, which is the ”people-oriented” essential requirements of the new urbanization.Promoting the construction of small towns actively and the agricultural population being the local people is a major issue of new urbanization. Accompanied by the development of urbanization is the increase of the construction land. The scale of land requisition in rural areas expands gradually, especially in suburb. With the producing of farmers who lost farmland and houses, resettlement communities are formed to relocate this group. As a new type of community, the research on the resettlement community is still in its initial stage. Due to the long-term implementation of urban-rural dualism system, although residents’ residential areas transforms from rural areas into urban areas, living habits, ideas haven’t changed in time. This kind of community is different from the traditional rural community, and also different from the urban community. As a new type of community, self construction and development is not perfect. There are a lot of problems in community infrastructure construction, social public product supply, civil society sultivation and community autonomy. At present, the research on the community management of this kind of community is not deep enough. Therefore, strengthening the research on community management has important practical significance to promote the development of community, foster the community autonomy organization, and define the function and status of the government. This research is based on the relevant and detailed data since resettlement community in Z town. I understood detailly of the real situation of community management after the focus of the relocation of residents by visiting the resettlement area. From that I understood the views of the staff of the local government, the community residents’ committee and the community residents’ management. This article defines the related concepts of community management, and expounds the related theories of community management at home and abroad from the perspective of sociology. On this basis, the article takes new urbanization under the demolition resettlement community as the research object and takes J community Z town Wujiang distict as the study case. This paper introduces the policy support, community development, community residents, community management, and community service system in the process of the construction of the resettlement community. On the basis of this, the paper analyzes the problems in the management of the demolition and resettlement community----J community. The specific performance is the lack of market orientation, the community management system construction, the social security and the low level of community autonomy. Finally, using the relevant theory learned during the master’s degree to improve the community management and put forward some countermeasures and suggestions, such as strengthening the construction of community infrastructure, establish the system of community management, improve the social security system and the transform government’s functions, strengthen community autonomy. Finally, the study defines that the development direction of the community management mode is to deepen the market-oriented reform, and to build the social management mode of multi collaborative management.Through this study I hope that we can sum up the experience and problems in the management of the community, and work better in the future. We also hope that it provides a feasible reference for the relocation and resettlement management for other places.
