The Research On Farmer Resettlement Community Of Qiaonan In Jinjiang

With the rapid development of urbanization,more and more rural collective land has been taken over.At the same time,the government has also provided resettlement communities for the farmers whose houses have been demolished.As a result,the farmers' lifestyles and habits of the resettlement communities have also changed dramatically.The main subjects related to the community governance of farmers' relocation and resettlement,such as community neighborhood committees,owners' committees,social workers' organizations,property companies,and community residents,have affected the development of the community.And this has brought great challenges to the government.This paper uses multi-center governance theory to research and analyse,taking the Jinjiang Qiaonan Community as an example.The Jinjiang Qiaonan Community is the earliest and the largest farmer resettlement community in Quanzhou city.After several years of development,the Farmer Resettlement Community of Qiaonan in Jinjiang has found a suitable way for its own development,such as the socialization system of grassroots services and the outsourcing management services.However,at the same time,since the formulation and implementation of policies are still in the early stages of development,there are still some negative factors.As a result,the governance of Qiaonan Community is still facing various problems,such as the lack of autonomy,the imbalance of power in the formation and management of the main body,and the lag of administrative services.Based on the existing problems in the governance of the Qiaonan Community,the paper further explores the reasons and draws on the successful experience of other communities in the country to propose suggestions for Qiaonan Community.Suggestion as followings: Cultivate multiple entities in farmer resettlement community governance,establish and improve the rules and regulations for farmer resettlement community governance;Enrich farmer resettlement community governance approaches;Rrationalize farmer resettlement community governance systems;Establish and improve legal systems for farmer resettlement communities,improve farmer resettlement community supervision and restraint mechanisms,etc.These measures will enrich the multi-center governance model of Qiaonan Community,and the governance of the Farmer Resettlement Community of Qiaonan in Jinjiang will better adapt to the sustainable development of the local community.
