As the environment is more and more unstable, the competition of market becomes fiercer. The original method of management can’t cope with the rapidly changing environment. Scholars and corporate leaders start to focus on the organizational values management. Organization structure as a carrier of organization goals can provide guarantee for the effective implementation of the values management mechanism.This paper aims to design organization structure based on the organizational values management. Firstly, analyze the formation regularity of organizational values. The forming regularity contains two parts. The first part refers to the formation of the organizational values content; the second part refers to how to internalize the organizational values within the organization members after the organizational values have been confirmed. Through the research on the regularity of organizational values formation, organization should have smooth communication mechanism, perfect supervision mechanism at the grassroots level, leader restriction mechanism, values state evaluation mechanism and organization should set up a special department to design values in order to manage organizational values effectively. This paper designs the function and power of the values management department. The department shall build and supervise the content of the organizational values, propagandize and popularize the organizational values, make regulation. This paper also designs the organization framework and operation mechanism. At the end of the paper, apply the research results of this study to the School of Business Administration in Northeastern University and improve the organization structure of the state-owned enterprise, makes the function of the party committee play its proper role.
