Since the twenty-first century,the world's development speed greatly accelerate.Both for individuals,enterprises or groups,are facing the external risks brought about by the external environment changes The analysis and avoidance of the external risk is the problem that any organization must solve In order to solve this problem,the scholars put forward the idea of management based on the values.Compared with the management based on the instruction and the target,the management based on the values can adapt to the complex and uncertain external environment change better.At present,the theories of the management based values emphasize the consistency of the organization's internal values.The emphasis of the value management is to change values into the institution of organization or some behavior indexes that can be measured.Through the means of propaganda,managers instill the organization values into the organization members to realize the consistency of organization internal values by standardizing and guiding the value of the organization members with the organization's reward and punishment institution.It is still from the organization's internal perspective to establish the organization the values,although some scholars put forward the method of establishing the value of the organization.The established values may be not acceptable to the external environment.What is more,there is no scientific and reasonable way to guide the organization of how to establish the values.Based on the existing theoretical evolution,this paper presents a new method of value management,which is based on the analysis of external group of values.Organization can compare the situation of the group of values and the values which the organization actually have to formulate management solution.This paper prove the feasibility of the method through an actual example.Through the concept of the group of values,this paper effectively solves the limitation of the existing values management theory which just focuses on the internalization of values and broadens the perspective of the organizational values management.What is more,for the practice of organizational management,it also provides a viable guidance for the organization to establish correct values which can guarantee the unity of the progressiveness of organizational values and the cohesion of the organization.
