With the development of social economy, people’s demand for food quality and safety is more and more high, H company founded in 2013 is a food group based on a whole industry chain. The company have established the quality management organization structure and begin the quality management activities. In the paper, the methods of performance measurement of total quality management are developed through literature survey. By the quality management performance evaluation and analysis for H company, a lot of problem are found,for example, H company’s quality management is too centralized, ignored by the leaders, employee participation is insufficient, the horizontal link between the functional departments is too weak.Based on the analysis of H company’s quality management and the theory of total quality management, the paper puts forward the organization structure of H company’s quality management. In the optimized quality management organization structure, the quality department of the two group of H company were combined in order to support the strategy of whole industry chain, the quality management committee was established, the role of the quality director was strengthened, quality managers’ work was arranged in the operations of each business unit and connected by the process of production, the market quality manager was set to strengthen the identification of the customer quality requirements, all the food detection were done by the the testing center, the responsibilities of the quality must be taken by each business unit, quality improvement groups were organized by the quality managers of each business unit.Based on the optimized organization, the key activities of the food quality management of H company, such as the formulation and implementation of the quality policy, supplier quality management and quality design etc, were described in detail in the paper. And for the realization of the total quality management, the incentive mechanism, information communication mechanism, the quality of performance evaluation,quality culture and quality training also were discussed in detail.
