Study On The Mode And Propulsion Mechanism Of The “four Modernizations” Synchronous Development In Yangtze River Deltas

Industrialization, informationization, urbanization and agricultural modernization are related to each other. The "four modernizations" synchronous development has important significance to enhance the competitiveness of regional economy, and promote the process of China’s modernization further. Existing research shows on the basis of superior development environment, Yangtze River Delta region provided long-term mechanism for the realization of the "four modernizations", and became the first area to promote the "four modernizations" synchronous development, so study on the mode and propulsion mechanism, will help us found the essential law of the synchronous development.The paper first analyzed the situation of "four modernizations" synchronous development of Yangtze River Delta region systematically, and then measured synchronous development level from the city areas in Yangtze River Delta region from 2008 to 2013, to research the situation of temporal and spatial differences further.We found Shanghai, Hangzhou, Suzhou, Ningbo, Wuxi and other cities had the relatively high levels of synchronous development by their superior geographical location or the driven of characteristic industrial clusters, they already realized the coordinated development of regional economy to a large extent. While part of citys in northern of Jiangsu and southwest of Zhejiang are faced with bigger challenge in the "four modernizations" synchronous development, their process of implementation is also relatively slowly, and the level of synchronous development obvious lag in the coastal areas. Through clustering analysis to high level area of synchronous development, we concluded four major development models of "four modernizations" synchronous development, the Pudong New Area of Shanghai as the representative type of foreign investment, the Hangzhou metropolitan area as the representative type of city circle construction, the Shaoxing textile city as the representatives type of specialized market, the industrial cluster in Suzhou counties as the representative type of special industrial cluster, and comparative analysed the characteristics and mechanism of each type. No matter which type of development model is a gradual process, every link all need the corresponding system to be protected. Based on the obstacles of "four modernizations" synchronous development in Yangtze River Delta region, this paper designed the propulsion mechanism from multiple aspects, mainly include the production city plan, urban and rural planning, talent training, innovation of science and technology, financial guarantee and regional cooperation.
