As the world's population continues to grow,pressures such as resource shortages and environmental pollution have increased dramatically.People gradually turn their attention to the oceans with rich resources.The development of the marine economy has become an important driving force for China's coastal areas to realize the “rejuvenation of the great clan” and an important way to solve the problems of China's population,resources,and the environment.As a big country with both land and sea,China pays more attention to the coordinated development of the land and sea economy.The "Twelfth Five-Year Plan" has promoted the "development of marine economy" and adhered to the "land and ocean planning" as a national strategy.Sea-land economic interactions,mutual influence,and mutual promotion will jointly promote the sustainable economic development in the coastal areas.The coastal area is the foundation of the regional land-sea coordination development.To assess the integrated land and sea economic regional system as the coastal city or province is of great significance to the theory and practice of the construction of ‘marine power'.In this paper,it attempts to use the coastal cities as coastal areas and base on the under of integrated land and sea economic regional system theory to research the coastal regional economic development more accurately.According to the characteristics of the two systems of sea and land,an indicator system including four dimensions(economy,society,resource and environment)was established.Under the “pollution conditions”,the method of Global–MalmquistLuenberger index was used to assess the level of land-sea coordination development and spatial-temporal differences were analyzed by classifying the current land-sea coordination situation of the 11 coastal areas.The results and conclusions are as follows.On the one hand,most of coastal areas are inefficient in the growth of resources total factor productivity efficiency for the level of land-sea coordination development in total,except Guangxi and Zhejiang have increased by 1.83% and 1.03% respectively;The changing of GML index efficiency value trend to accord and upward among on the land,the sea and land-sea from 2003 to 2015;Scale effect on efficiency change and scale effect on technological change are the major cause of the level of land-sea coordination development decline in decomposition efficiency.Under the “pollution conditions”,because of the scale effect on efficiency change and scale effect on technological change have declined by 1.42% and 5.42% respectively,the changing of GML index efficiency has declined by 7.5%.On the other hand,for a long time,China's land development and economic development have obvious "attach more importance to land than sea" phenomenon,and most of the coastal provinces and cities have paid insufficient attention to the development of the marine economy and the improvement of its economic efficiency.From 2003 to 2015,the scale and quality of marine economic growth in the coastal areas have greatly increased and they are undergoing the process of gradually obtaining land and sea,but the regional differences are more obvious.To classify the spatial-temporal difference of the level of land-sea coordination development,Zhejiang and Hebei were classified as type of land efficiency driving.The Bohai sea ring area obtained(except Hebei),Jiangsu,Fujian Guangxi and Hainan were classified as type of sea efficiency driving;Shanghai and Guangdong were classified as type of land-sea efficiency driving.Regional differences in coastal areas are mainly affected by resource endowments,industrial structure differences,marine science and technology innovation competitiveness,marine resource environmental bearing capacity,and institutional environment differences.Targeted suggestions are given in the light of these results.
