Analysis Of Influencing Factors Of Farmer’s Participation In New Rural Endowment Insurance

With the social and economic development, population aging has become a global problem. China has stepped into aging society in 1999, and the process of population aging continues to accelerate. By the end of 2011, population aged 60 or older population has reached 185 million, accounting for 11.5 percent of the country’s total population, rural social endowment insurance system is imperfect. The issue of aging in rural than the issue in urban is more protruding. Solution to the problem of rural old-age is impending. In 2009, the State Council of the People’s Republic of China issued "the guidance of the State Council for pilot project on the new rural social endowment insurance system" deciding to develop new rural social endowment insurance pilot work in 10 percent of the nation’s counties (cities, districts) in accordance with the principle of "basic security, wide coverage, flexibility, sustainability". In 2020 it will basically achieve full coverage. New rural social endowment insurance spreads throughout the country, it should be most concerned whether the new rural social endowment insurance arouses enthusiasm of farmers for participation in insurance. Farmers are not only investors of rural social endowment insurance, but also final beneficiaries of it. In the implementation process of the new rural social endowment insurance system, they play an important role. Therefore, it has the positive and practical significance to do exploration and research on the farmers in the influencing factor of the new rural social endowment insurance for a more smooth, successful implementation of the new rural social endowment insurance system and achievement of full coverage.The paper is divided into five parts. The first part is an introduction, which discusses the research background of the topic, research objectives and content of research ideas and methods, as well as innovation and inadequate points. The second part defines the relevant concepts, and reviews domestic and international study of rural social endowment insurance-related literature. The third part makes a detailed description with respect to the implementation present situation and the existing problems of the new rural social endowment insurance system in Rudong County, Jiangsu Province. The fourth part includes analysis of the first-hand data with respect to factors affecting farmers’ participation in the new rural social endowment insurance through questionnaires and site visits and summary of internal factors and external factors over the impact of farmers’ participation in the new rural social endowment insurance and analysis about the correlation between these factors and their intention to insurance. The fifth part obtains main influencing factors concerning farmers’ participation in the new rural social endowment insurance. It is chiefly exhibited in five aspects:annual household income of the farmers, farmers’ expectation over the financing of the new rural social endowment insurance, the awareness level of farmers to new rural social endowment insurance, farmers’ recognition and evaluation about the work of the government and farmers’ quality. And then policy recommendations are directly put forward to promote farmers’ insurance. This article should ensure the stability of the new rural social endowment insurance system, intensify financial subsidies to promote the growth of farmers’ income, strengthen the publicity of the new rural social endowment insurance system, increase the value of the new rural social endowment insurance fund, train professionals to master the knowledge of the new rural social endowment insurance, to maximize the positive role of the new rural social endowment insurance, to attract farmers’ insurance and to achieve the implementation of endowment insurance cover.
