Research On Obstacles And Countermeasures Of Citizenization Of Agricultural Transfer Population Under The Background Of New Urbanization

The report of the 18th National Congress of the Communist Party of China pointed out that the core of the new urbanization is the agricultural transfer population,which should be transformed from speed expansion to quality improvement.Based on the investigation and study of agricultural transfer population,this paper studies the current situation of the living environment,employment types,equalization of public services of the"three categories"of population in Yuncheng County:the migrant workers,the original inhabitants of urban villages and border villages and the local transfer population in rural areas.Then this paper explores their willingness to become citizens and their influence on urbanization and the factors of their willingness.Taking Yuncheng County as an example,this paper provides theoretical basis and feasible suggestions for promoting the urbanization of agricultural transfer population in underdeveloped areas scientifically.This research mainly focuses on the above contents,including:The first part elaborates the research background and its significance.By reviewing the research status of the citizenization in agricultural transfer population at home and abroad,it studies the willingness,the research methods and innovative points of agricultural migration under the background of new urbanization in Yuncheng County.The second part is the definition of concept and theoretical basis.This part first defines the concepts of social governance,new urbanization and agricultural transfer population citizenization,and then elaborates the theoretical basis of the willingness of the citizenization of agricultural transfer population in the construction of new urbanization,including Marx and Engels' urban-rural integration thought,push-pull theory and cost-benefit theory,which lays the theoretical foundation for the following research.The third part is the introduction of the development process of new urbanization and the current situation of population urbanization in Yuncheng County,Shandong Province.Then,it designs the questionnaire of the "three categories"of migrant workers.According to the statistical results,the willingness choice of"three types of citizenship"in Yuncheng County is investigated and analyzed.The fourth part is the dilemma faced by the urbanization of agricultural transfer population in Yuncheng County.The fifth part is the countermeasure and suggestion part.Based on the analysis of the previous part,this paper puts forward some suggestions to promote the citizenization of agricultural transfer population from the perspective of government,community and enterprise.
