Research On Process And Effectiveness Evaluation Of New Rural Construction In Yangtze River Delta

To build new social rural areas is the basic requirement of carrying out the scientific outlook on development, which is an important historic task on the way to modernization. Construction of new rural areas is an important support to achieve development of national economy soundly and rapidly, the important measures to build a harmonious society, and is also the inevitable requirement to solve the important problem of "agriculture, rural areas and farmers". Currently the progress of the new rural construction differs everywhere, and there are many problems. Therefore, it has important realistic meaning to research the new rural construction process and how to evaluate results, under the background of developing the new rural areas, promoting urban and rural areas developing as a whole.In this paper, on the basis of analyzing the current construction situation of new rural areas in Yangtze river delta, the author evaluated the effectiveness of the region, and analyzed the influence of rural financial investment to the rural construction in Jiangsu province, on the purpose to be a reference of structural adjustment of fiscal funds and put forward policy suggestions to promote the new rural construction.Firstly, this paper studied background, put forward the problems, summed up the research about the new rural construction, and reviewed the theory and policy in Chinese history to analyze importance and necessity of the new rural construction. Thorough the practice experience summary of rural development both at home and abroad, the author hoped to draw lessons from successful experience, as the basis for putting out policy suggestion to construction of new rural areas in Yangtze River delta region. In addition, the study to the related concepts of the new rural construction and relevant information about natural geography and social economy in Yangtze River delta laid a theoretical basis this paper.Secondly, summarizing the process of new rural construction, based on the survey data from the production, living, local custom, village and democracy, the five aspects region, it made a statistical description on the current situation of the new rural construction in Yangtze river delta, and summed up the advantages of the new rural construction, pointed out the existing problems:lack of rural labor, lack of public infrastructure, serious environmental pollution, the amount and structure of fiscal funds could not fully meet the needs of the rural development, etc.Thirdly, based on the actual situation of Yangtze river delta region, it constructed an achievements evaluation system of new rural construction, evaluated the effectiveness of the new rural construction in the region with statistical yearbook and survey data, compared the difference of the progress between each place to find the advantages and disadvantages, and then analyzed the cause in depth. The results show that effectiveness evaluation results of new rural construction in Jiangsu, Zhejiang and Shanghai in 2011 showed a high degree of consistency with the economic development level, which from high to low in turn is Shanghai, Zhejiang and Jiangsu; Within Jiangsu province, southern Jiangsu, middle and north Jiangsu declined in turn; While secondary index evaluation results showed a certain difference.Fourthly, it established section fixed effect panel data model to analyze the influence of rural financial capital investment to the production and life of new rural construction, based on the statistical yearbook and the financial data of Jiangsu province. The results show that agricultural subsidies, agricultural comprehensive development expenditure, farmland water conservancy expenditure, basic farmland construction and protection expenditure have a significant effect on total grain output; agricultural technology promotion spending, spending on farmland water conservancy expenditure, agricultural subsidies and subsidies of the farmer cooperative economy organization have a significant effect on agriculture, forestry, husbandry and fishery output; rural social security expenditure, agricultural subsidies, subsidies of rural society endowment insurance and financial services spending have significant influence on net income of rural resident; rural social security expenditure, agricultural subsidies, subsidies of rural society endowment insurance, financial services spending and subsidies of landless peasants has significant effect on consumption expenditure of rural resident.Finally, in view of the above analysis and research, the author drew some conclusions about new rural areas in Yangtze River delta, and put forward the policy suggestion of new rural construction.
