Analysis About Present Situation Of Irrigation Water Price And Farmer’s Bearing Capacity

Adequate water is the basis of agricultural production, however, the current shortage and waste of water resources has become a major constraint to sustainable economic and social development. In this context, agricultural water pricing policy are expected highly. In theory, the price of water can increase water use efficiency, promote the optimal allocation of water resources, and play a great role in motivating people to develop good saving habits, etc., which will ease the water crisis significantly. Rational agricultural water price is not just a simple question of cost and price calculation, which also need to consider the condition of water resources, the level of regional economic development and farmers’ affordability and other factors. Therefore, the study of irrigation water price and farmer’s bearing capacity has important meaning.In this paper, on the basis of seriously study and the survey of Mengyin County, the author made a comprehensive analysis of agricultural water price issues of Mengyin, from irrigation methods and water price situation, farmers’ affordability, mental endurance and other aspects.First, paper analyzed connotation of irrigation water prices, which was defined from the dialectical relationship between value and price. Then we reviewed the history of the irrigation water price reform, analyzed our current agricultural irrigation water pricing structure, implementation and management system, found the problems and countermeasures.Secondly, on the basis of further study about some related information of Mengyin, from the views of water supplier and water user, from the macro-level, analyzed Mengyin status of irrigation water price. It including the supply costs, irrigation methods and price levels, collection and management of fee and other aspects, and found the main problems of irrigation water price.Again, studied farmer’s bearing capacity of irrigation water price from aspects of economic and psychological factors. In aspects of economic affordability, through the establishment of extended linear expenditure System (ELES) model, combined with field survey data, the result indicated that most of the local farmers have full endurance for irrigation water price, just a small part of farmers without or had a certain tolerance for irrigation water price. In aspects of psychological endurance, through the establishment of a binary Logit discrete choice model to analyze the affecting factors of farmer’s irrigation water pricing endurance. Model results showed that farmer’s gender, age, education level, income per capita, Irrigation convenient degree and irrigation methods would have a significant impact on farmer’s endurance.Finally, on the basis of the above analysis and research, drew some conclusions about the agricultural irrigation water price, and put forward some related policy suggestions about the structure of water price, water management and protection of bearing capacity.
