Research And Popularity Of Forestland Requisition And Occupation Feasibility Evaluation Systems In Zhejiang Province

Along with the fast economic development, the excessive requisition and occupation of forestland is becoming popular, these will lose the basic material foundation to realize the sustainable development of forestry. Therefore, establishing and perfecting the forestland requisition and occupation system has important theoretical and practical significance. Based on the review of the feasibility report of forestland in Zhejiang Province, this study proposed a feasibility evaluation system of forestland requisition and occupation, which is intuitive, effective and workable. Finally, the evaluation system was applied in the Xiangshan County Tourism Development Project. The main results are as follows:The evaluation results vary greatly in the feasibility reports in Zhejiang province,part of the survey data and statistical results are only for the sake of completeness of the report. It is too subjective in the evaluation process. And meanwhile,the conclusion and the analysis process is separated. So we can’t deduce the reasonable conclusion objectively through the survey results and the evaluation process.It can be decomposed into target layer, criterion layer and index layer, including the forest area,public welfare forest area, volume, and other 24 evaluation indicators, which is the evaluation index of the impact of the Zhejiang forestland requisition on the ecological environment. The impact level are divided into two categories, which are favorable and unfavorable, and are divided into 10 grades,according to the extent of the impact on the ecological environment.The feasibility evaluation system of forestland requisition and occupation was applied in the Xiangshan County Tourism Development Project. The results showed that comprehensive evaluation value Y was-0.926, the influence on the local ecology environment was slightly negative.As establishing a comprehensive and scientific feasibility evaluation system, the study can improve the rationalization, standardization of the feasibility analysis and makes the preparation of feasibility analysis report easier and more scientific, also help the competent authorities approve and manage projects.
