The complexity of technological innovation and the ability of a single enterprise constitute a contradiction, so innovation is increasingly becoming a group of activities, and gradually form a network of innovation. In this paper, we analyze the characteristics and evolution process of technological innovation network structure, and explore the effective technology innovation in the context of the network, such as low resource consumption. From the perspective of knowledge flow, the impact of the node enterprise on the cost of knowledge flow in the technology innovation network is analyzed under the different relationship, and the relationship between the technology innovation network is divided into the level. Through MATLAB simulation, the convergence and efficiency of genetic algorithm in the optimization of technological innovation network structure are verified, and the optimal solution of knowledge flow cost is obtained. It is found that the cost of knowledge flow in the network of technological innovation is influenced by the probability of innovation, and it is also related to the relationship between the knowledge and the original knowledge. In order to verify the above conclusions, this paper selects Geely new energy automobile company as the analysis object, through the UCINET social network empirical analysis of the new energy vehicle technology innovation network structure and the characteristics of nodes in the network, it can be found that enterprises can adjust its technology innovation network structure, improve the connection strength between enterprises, thereby reducing the knowledge in the technological innovation network of the flow cost.Based on literature review, theoretical analysis, simulation and empirical analysis, this paper makes a deep research on the layout of technological innovation network structure. Through the research of the technology innovation network structure, it provides a quantitative analysis method for the new energy technology innovation network structure optimization research, and extends the theory of the network structure of the technology innovation. Research results can be used as a reference for Chinese automobile manufacturers and related agencies to join the new energy automotive technology innovation network, and also help to guide the core enterprise to play its role in promoting the new energy automotive innovation network.
