Research On The Capacity Of Increasing Income Of Farmers In Yancheng Based On Element Synergy

China is a great country with population of near 1.4 billion. As three decades of reform and China’s economy is constantly developing, the transfer of rural population to city from village has got marked effect, and but because of China’s large population base, there are still near 700 million people in rural areas,being 50.32% of the total population. The party and government attach great importance to the problem of "3 Nong",i.e. agriculture, village and farmer. The key of 3 Nong problem is farmers’income.The party and goverrment highly concern 3 Nong problem. Since 1982, the state has issued 12 documents of the central No.l on 3 Nong problem.The core of 3 Nong problem is increasing farmers’income.Since 1997, the growth of farmers’income has being stagnated. The space of the income that farmers get from contracted land will be small and small. It seems to be very defficutlt to increase fadrmer’s income by means of increasing the prices of farm produces.Thus it has appeared that it is difficult to increase farmer’s income. The problem of increasing income is a main contradiction which the state faces in China’s economic reform.It is the results of old and new systems and various conflicts in the process of China’s plan economy to market economy, which directly affects the development of health and stability in rural economy and the realization of moderate and prosperous society Jiangsu is one of the most developed areas. Jiangsu government has put forward the plan of the double income of the denizen within year 7 from year of 2011. How to make farmers of Jiangsu to double income synchronously is a problem worthy of study.This paper, taking Jiangsu province of Yancheng City as the research object, around this central problem of the capacity of increasing income of Yancheng farmers, is mainly divided into four parts to be discussed. The first part is that the documents of farmer’s income are reviewed. Of them, the theories and concepts of element, synergy and farmer’s increasing income are reviewed and defined, and the issues of theory and practice of farmer’s increasing income of the scholars at home and abroad have been combed; The second part structures the evaluation index system of the ability of increasing farmers’ income based on synergy。This part mainly reviews and comments on the evaluation index system of the ability of increasing farmer’s income on academia, creates the evaluation index system based on the theory of synergy and selects the Factor Analysis as the evaluation method. The third part makes empirical analysis for the capacity of increasing farmer’s income of Yancheng. Firstly, the agricultural economy of Yancheng are summarized. secondly, the capacity of increasing farmer’s income of Yancheng is evaluated by the Factor Analysis with the data of year 2011 of the farmers’ income of Yancheng by the means of above structured the system of evaluation index. It has got the conclusion that the capacity of increasing farmers’ income of Yancheng is ranked the tenth in 13 cities of Jiangsu. Thirdly, this paper chooses the main factors which affect increasing farmers’ income of Yancheng, uses their related data of year 2001-2011, adopts the method of main component regression analysis and gains the regression equation which affects the elements of the farmer’s income of Yancheng. It shows that the rising rate of urbanization is a key factor for increasing farmers’ income. Fourthly, this paper gets conclusion that the farmers’ income will be double after year 2017 with the data of the average income of the farmers of Yancheng by means of the method of grey forecasting of GM (1,1). This time is 6 years, and it and better than Jiangsu province one year in advance; The fourth part puts forward the ways of the capacity of increasing farmers’ income of Yancheng:strengthen agricultural production and promote agricultural industrialization development; increase input in agricultural science and technology, and improve agricultural achievements conversion rate; promote the system construction in favor of increasing farmers’ income; develop the capital of agricultural human; strengthen the construction of rural information system; insist on the project of anti-poverty for the increasing income of poor households.
