The shortage of industrial land has become an important factor that restricts industrial development of China. While large amounts of industrial land are using inefficiently at the same time. In recent years, land and resources departments have made much practice exploration and system innovation about intensive land use. But the phenomenon of policy failure is widespread in the process of policy implementation as the land users made little response. Currently, the study on intensive land use of land user is just starting. It has become an urgent task to analysis the firms’ land-use behavior and find out the impact factors which influence the formation of intensive land-use behavior.Based on the literature review, we defined the connotation of intensive land-use behavior, and analyzed the characteristics of firms’ intensive land-use behavior. The researcher interviewed the enterprise and built a conceptual model of corporate influence mechanism with grounded theory. The impact factors of firms’ intensive land-use behavior includes two sections which are revenue expectation(internal driving force) and land regime pressure(external pressure). The adjustment factor is the interaction between government and firms. The revenue expectation of saving land include four dimensions which are cognition of land issues, awareness of social responsibilities, demand of intensive land use and dominant income of intensive land use. The regime pressures of saving land include five dimensions, which are the marketization degree of the land supply, the rationality of the price mechanism, the effectiveness of the regulatory system, the completeness of exit mechanism system and the intensity of regime implementation. Interaction between government and firms not only regulates the relationship between revenue expectations and intensive land-use behavior, but also regulates the relationship between regime pressure and intensive land-use behavior.Then the paper studied the relationship between the variables and put forward the hypotheses and started the empirical research. The first of all, the researcher collect the construction data and economic data in 2013 of the companies, and then filtered 227 firms with complete data as the research objects and computed the intensity score with comprehensive index evaluation method and AHP. Then, for the conceptual model and research hypotheses, the researcher designed the questionnaire of intensive land use behavioral factors. On the basis of the pre-research, the researcher surveyed with paper questionnaires and mail questionnaires and collected 212 valid questionnaires altogether. By using the statistical software of SPSS19.0, the reliability, validity and correlation of the data was analyzed.The results of regression analysis indicate that the main factors of intensive land use behavior of firms are revenue expectations and land regime pressure, and compared to revenue expectations, land regime pressure have greater impact. On the basis, the most critical factor affecting the firms’ behavior is completeness of exit mechanism system and intensity of regime implementation, dominant income of intensive land use and cognition of land issues in the next place. Therefore, in order to promote the firms’ intensive land use behavior, it is critical to strengthen regime pressure and enhance company’s revenue expectations. Specifically, completeness of exit mechanism system and intensity of regime implementation should be improved, dominant income of intensive land use should be upgraded, and cognition of land issues of firms should be strengthened. The results of moderating effect test shows that interaction between government and firms has a significant positive moderating effect on the relationship between regime pressure and intensive land-use behavior. While its effect on the relationship between revenue expectations and intensive land-use behavior didn’t reached significant level. The result inspired that the positive moderating effects of interaction should be full used. It is not only beneficial for the firms to get the meaning of the policy, but also useful for the government to provide services. So that the willingness of firms to save land would be enhanced.
