With the continuous development of our country’s economy in recent years, the pursuit for health has been more and more desired, which prompted the development of China’s pharmaceutical industry by leaps and bounds. The pharmaceutical industry is an important industry of national economy and people’s livelihood, which has a direct impact on the people’s health and life safety, and pharmaceutical advertising as a special medium for dissemination, plays an important role in helping, transmitting the information of pharmaceutical advertising directly to consumers. However, with the increasing development of pharmaceutical industry, false drug advertisements emerge in endlessly, a large number of which severely threaten people’s medication security, and despite repeated prohibitions, security incidents about drugs caused an extremely huge test to our country’s drug regulatory. What’s more, in order to get huge profits, more and more enterprises leads in the deceptive ads about drugs illegally, regardless of their faith in the market. Although our state has taken a series of measures to strike the deceptive drugs advertisement and express the nation’s determination on renovating these ads, such as publishing the relevant policies and regulations. The pharmaceutical ads in our nation still are in a bad situation, which remains the high rate of illegal. So the current urgent tasks in front of our government regulators are how to carry on the effective regulation of pharmaceutical advertising to basically solve the problem, and provide consumers with the true and objective drug information to ensure people’s safety on using drugs.This paper thoroughly studied the current status of the false medicine advertisements in our country and the existing problems, and focuses on proposing governance measures on the false medicine advertisements from the perspective of government regulation. Based on the public interest theory, government regulation theory and collaborative governance theory, this paper adopts methods of literature research and comparative analysis to explore problems of false drug advertisements in detail through collecting relevant information, reading abundant literature. This paper mainly includes six parts:the first chapter is introduction, which introduces the topic background and significance of this paper, literature review from domestic and abroad, research ideas and methods, and the innovation points and deficiencies of this paper; The second chapter is the definition of relevant concept and analysis of theoretical basis, which systemizes the definitions of advertisement, medicine advertisement and false advertisement, and briefly analyzes the externality theory, information asymmetry theory and stakeholder theory; The third chapter analyzes the regulatory status of our country medicine advertisements and consists of analysis of the development of medicine advertisement in our country and tendency, statements of current status of government regulation on medicine advertisements in our country, and detailed analysis of severe damage brought by false medicine advertisements; The fourth chapter mainly analyzes the cause of existing problems in government regulation on medicine advertisements in our country; The fifth chapter refers to enlightenment and supervision experience of the false medicine advertisements in the developed countries; The sixth chapter puts forward some effective countermeasures of medicine advertisements regulation.The innovation of this paper is to do a research about the problem of false drug advertisement in terms of government supervision, which differs from the legal aspects of the research, yet it puts forward some suggestions in essence for solving the problem of false drug advertisement with the application of administrative management, government economics and some other theories, which is innovative and targeted.The shortcomings of this paper are that the relevant data in this paper is from the scattered reports and the official release of the data, filtered out valuable information and analyzed. However, it can’t make a comprehensive and detailed analysis of Chinese pharmaceutical advertising’s present situation for the lack of enough data. At the same time, the theory of the design is too broad, limited to personal ability and time, some contents and opinions of it are still very superficial, remains to be further research and development in the future.This paper is aimed at discovering the existing problems from governmental supervision and analyzing the causes of them. In addition, according to the national situation, we try to probe into the relevant system and measures to strengthen the management of drug advertising in our country so that people can have a healthy and safe medication environment and use the medicine at ease, which makes a better improvement in drug advertisement. Nevertheless, due to the relevant information is insufficient, so this paper only makes several proposals for limited information, hoping to contribute to the regulation.
