With the continuous development of Internet communication technology,the Internet has gradually become the main position for advertisers to place advertisements.At the same time,some violators take advantage of the concealment,real-time,diffusivity,low cost and other characteristics of the Internet to publish false advertisements and advertisements for unfair competition,which seriously infringes the interests of the majority of operators and consumers,which is a big challenge for market supervision.In 2017,the report of the 19 th National Congress of the Communist Party of China clearly proposed to continue to strengthen the construction of the Internet,establish a comprehensive Internet governance system,and continue to promote comprehensive and deepen reform.How to make the governance reform of Internet false advertising more reasonable has become the focus of government and society today.This research takes Zunyi’s Internet false advertising governance as the object,takes the holistic governance theory as the guide,adopts literature research,case analysis,field interviews and other methods,and finds that Zunyi is There are many fragmentation problems in the city’s Internet false advertising governance.This article takes Zunyi City’s "False publicity case of Ouya hospital" as the starting point,comprehensively analyzes the problem of Internet false advertising governance in Zunyi City,and combines the national macro-development level and local actual needs,and draws the direction of governance improvement,that is,public-oriented integrated supervision model.With the help of the holistic governance theory,it provides a new path for the governance of Internet false advertisements in Zunyi City,and proposes targeted strategies based on the actual situation in Zunyi.In general,the main conclusions are as follows: First,the integration of the dimensions of the governance subject,through the concept,function,and external integration of the subject,solves problems such as single governance subject,weakened legitimacy,and poor coordination;second,values To improve the dimensions,establish a unified public interest-oriented governance concept,strengthen cross-departmental comprehensive coordination,and establish a guarantee mechanism to promote unity and cooperation among governance subjects and provide citizens with seamless services;third,the integration of governance means dimensions,Under the new wave of modernization of the government governance system and governance capacity,the holistic governance theory is fully applied to the management of the "big market",the governance force and information technology are continuously integrated,information barriers are broken to connect information islands,and the efficiency of Internet advertising governance is improved.
