With the development of economy and science and technology globalization, independent innovation ability has become an important factor affecting the comprehensive competitiveness of a region, which provides a theoretical basis for regional innovation research. In the developed region, the technology and capital advantage of the use of technology to maintain its leading position in the backward areas; although the backward areas are lack of independent innovation ability, but can learn advanced technology and management mode to achieve technology to catch up with the developed areas. China is experiencing a special period of economic transformation, and the government gradually increasing the investment in innovation because of the role of technological innovation in promoting economic growth is increasingly prominent.China has clearly put forward the strategy of building an innovative country, and strive to enter the ranks of innovative countries in 2020. However, the innovation investment can not be unlimited increase due to the lack of R&D funds and R&D personnel for China is still in the development stage. In order to achieve sustainable development, we should pay more attention to improve the efficiency of innovation while improving the investment of innovation.This paper focuses on the efficiency of regional innovation in China. Based on the regional innovation system (RIS) theory and the innovation value chain (IVC) theory, the innovation process is divided into two stages:knowledge development and result transformation in this paper. Then, we establish the theoretical model of the two-stage value chain in the actual situation of China, and design the input-output index system which is suitable for the evaluation of regional efficiency. On this basis, we use DEA, Malmquist index and spatial econometric model to empirically studies the regional innovation efficiency of 29 provinces in China from the perspectives of static, dynamic and convergence, to provide the basis for the formulation of relevant policies and suggestions.Empirical research found that the overall development of regional innovation model in China is in a low development and high transformation from the static efficiency point of view,which knowledge development efficiency is due to the pure technical efficiency is not high, the results of the conversion efficiency is achieved through the pure technical efficiency and scale efficiency to pull together. In addition, the innovation efficiency of each region is different, and the efficiency of the eastern region is higher than that in the middle and the west in two stages.From the dynamic trend, the innovation efficiency of knowledge development in China is increasing, which is mainly caused by the technical progress and technical efficiency;the innovation efficiency of the transformation stage is reduced, the reason is that the technical efficiency has gradually decreased year by year.During the study period, two stages of the total factor productivity index have varying degrees of volatility.From the perspective of spatial convergence, innovation activities in our country between different regions exists significant spatial correlation, mainly for spatial error autocorrelation.The two stages of the innovation efficiency are showing absolute convergence and convergence, and the intensity of education input, higher institutions to participate in innovation strength, R & D institutions to participate in innovation intensity is significantly positive related to intellectual development efficiency, financial support for a significant negative correlation knowledge research efficiency;labor quality, opening degree, enterprise scale is significantly positive related to the results of the conversion efficiency, the proportion of the second industry is significantly negative related to the results of the conversion efficiency.
