Innovation plays an important role in promoting China's high-quality economic development and realizing the transformation of old and new kinetic energy.In recent years,China has vigorously implemented the strategy of innovation-driven development.“Report on the work of the government in 2019” referred to "further improvement of China's innovation ability and efficiency".2019 was also the 25 th anniversary of China's full function access to the Internet.So far,the Internet has brought profound influence to all sectors of our economy and society.China has put forward some important strategies,such as "Internet plus" and "Cyberpower".Under such a circumstance,based on the perspective of innovation value chain,this paper divides innovation activities into three stages: knowledge innovation,scientific research innovation and product innovation.It attempts to explore the specific impact of Internet development level on the efficiency of regional innovation at different stages,which is of great significance to promote the Internet to play a more positive role in innovation development and promote high-quality development.Firstly,this paper summarizes the research results of Internet economy,innovation theory and other theoretical literature,and discusses the impact mechanism of Internet on regional innovation efficiency.Secondly,it describes the overall situation of the Internet development level in China,and uses the principal component analysis to measure the Internet development levels of 30 provinces in 2011-2017,and analyzes them temporally and spatially.Then,using the three-stage DEA method to eliminate the influence of non-management factors,the paper calculates the efficiency of each link of innovation value chain in 30 provinces of China from 2012 to 2017,and analyzes the impact of relevant external environmental factors on the efficiency of each link of innovation.Finally,the panel data of 30 provinces in China from 2012 to 2017 are selected to construct the random effect panel Tobit model,and an empirical study is conducted to analyze the Internet development level's impact on the efficiency of regional innovation at different stages.The main conclusions are as follows: the Internet development levels of China as a whole and each province is on the rise,with the “lower in the West and higher in the East” spatial distribution characteristics;the efficiency of knowledge innovation and scientific research innovation is on the rise as a whole,and the external environmental factors such as the economic development level,the perfection of cultural facilities and the protection of intellectual property play a positive role.The efficiency of product innovation has declined in the fluctuation,and the level of trade opening has brought some negative effects.The empirical results show that the Internet development level in each region has a significant positive impact on the efficiency of knowledge innovation and scientific research innovation,while it has a significant negative impact on the efficiency of product innovation.Based on the conclusion and the discussion of the influence mechanism,this paper puts forward some measures and suggestions on strengthening the positive role of the Internet in improving regional innovation efficiency.
