The drawbacks of China’s traditional extensive mode of development have become significantly obvious in 21 century. Because of weakened external demand and limited internal resource, the transformation of economic development mode becomes imperative and there comes a common view that China must turn itself into an innovative country by developing R&D. Under this circumstance, every district has increased investment in R&D as a strategic one to improve scientific and technological strength and capacity for independent innovation. However if the R&D is inefficient, it would lead to no transformation in regional development. Thus to enhance efficiency assessment of R&D is particularly necessary. Being a strong economy and a leader in economic transformation, Jiangsu province suggests a model to the whole nation. The research of R&D in Jiangsu province takes on a big range of significances in both improving Jiangsu’s R&D and national wide innovation.In this paper, based on the summary of research background and theory method, the third chapter analyzed the status quo of the R&D in Jiangsu province from both input and output aspects. As a result, there is an obvious regional difference in R&D in Jiangsu. The low efficiency in R&D of several cities leads to the inconsistency of input and output. In chapter four, based on the creative value chain, I divided R&D into three steps:knowledge innovation, knowledge transformation and knowledge diffusion, each being in accordance with basic research, application research and development research. I also use the three-step DEA which takes environment into consideration to test the R&D efficiency in each city and in each stage. The results show that R & D in Jiangsu Province has not only periodic differences but also significant regional differences. On the one hand, in Jiangsu Province the overall efficiency in the knowledge innovation stage is only 0.263, in knowledge transformation stage is 0.573, and in knowledge diffusion stage is 0.981, showing that it is most efficient in the end of value chain or knowledge diffusion stage, and least at the starting point or the knowledge innovation stage. On the other hand, not only the R&D efficiency differs in various cities and stages in Jiangsu, there is also an obvious gap in southern, central and northern parts of Jiangsu in the three stages of R&D. Based on the data in chapter four, in chapter five I analyze the influencing factors of R&D efficiency in innovation system with regression model and discuss the cause further. From the regression results, local government has a small positive impact on R&D, but financial institutions, research links and foreign direct investment all have negative impact on the efficiency of R & D in Jiangsu. These results are directly related to the interests and existing mechanism of these institutions. It also shows a broad space for improvement in each stage of innovation efficiency in Jiangsu Province. Based on the R & D efficiency and its influencing factors analysis, in chapter six I propose a policy recommendation that in order to promote coordinated development of regional economic, a efficiency-oriented resource allocation mechanism should be established.
