The Research On The Role Of Mainland’s Government In Promoting The Development Of Leisure Agriculture Industrialization

With the development of new rural economy and new-type urbanization, agricultural modernization is being promoted gradually, which puts forward higher requirements to the optimization of agriculture industrial structure. Industrial transformation, the improvement of the industry chain and the mounting environmental constraints also focus on developing environmentally friendly ecological agriculture. Leisure agriculture as a new form of ecological agriculture industry runs through the primary, secondary, tertiary industry of country, blends production, life, ecological function, and connects the agriculture, agriculture product processing industry, service industry, which contributes to solving the problems about transferring the rural surplus labor, promting on-the-spot urbanization, accelerating the process of agriculture modenizaition, relieving excess production capacity, speeding up industrial upgrade. The economic, social, cultural function of the government urged the government to use related policy tools and put necessary moderate macroscopic intervention on the leisure agriculture industrialization. At the same time, the shift from all-round government to service-oriented government propels the government to reposition its own role. This paper uses literature method, comparative analysis method, field method to clear up the research status of leisure agriculture at home and abroad, and mainly focuses on the advantages of government-leading pattern of leisure agriculture industrialization in Taiwan from legislative policy, fiscal and taxation support, intermediary organizations, marketing and other aspects, which makes Taiwan successfully complete leisure agriculture industrialization process and present a good effect of rational layout, standardized managemengt, industrial concentration. Second, as for the respective role of Taiwan’s and mainland’s government in the leisure agriculture industrialization, this paper makes a comparison from driving mode, policy focus and intervention, finding that mainland’s government has some more to improve. Due to the similarity in agriculture modernization process and historical cultural homology between Taiwan and mainland, so we can take advantage of advanced experience of Taiwan as a reference for government role transformation in mainland in the procss of promoting the development of leisure agriculture. Mainland’s government should reconstruct its own role from the field, the way, the efficiency of government’s role, and form a complete policy system of leisure agriculture industrialization including specialized legislation, specialized management institution, finance and tax incentives, financial credit, infrastructure, internet+marketing platform, personnel quality promotion and other aspects.This paper starts from introduction, and mainly introduces the research background, research significance, the present research situation of leisure agriculture at home and broad, research ideas, research methods, innovation points. The main innovation points of the paper lie in the following three points:first, for the study of leisure agriculture, domestic and foreign scholars seldom start from the perspective of government, this paper explain the points from the perspective of government, studying the role position and function division in promoting the leisure agriculture industrialization, which is innovative. Second, the word leisure agriculture industrialization is scarcely mentioned, but adopted by this paper is in some degree innovative, and the concept that has reference to new rural construction and new urbanization fits the current national focus. Thirdly, the experiences and investigation in Taiwan enrich the content, the relevant data were obtained from government website of Taiwan, which are persuasive and innovative. Then, it comes to the definition of related concepts and interpretation of theoretical basis. The paper mainly summarizes the existing concept of leisure agriculture, industrialization, leisure agriculture industrialization, government role, government intervention and puts forward definition of its own. At the same time, the paper studys the basic theory about responsibility of the government, public governance, new public service in the process of leisure agriculture industrialiazation. On this basis, the paper analysizes the the government’s role and function in the development of leisure agriculture in mainland, which from four aspects, that is the background of leisure agriculture industrialization, industrialization situation, government support measures, the role absence and dislocation of government. Inorder to illustrate the concrete measures of government support in a better way, the paper in this part focuses on the policy planning, financial support, industry association, business platform. Secondly, the paper conducts a contrast research by taking Taiwan as an example to study the government role in the development of leisure agriculture, which clarify the advancement of government-dominated patten in the development of leisure agriculture from policies and regulations, layout arrangemen, fund supports, internediary services and other aspects, and then analyze the foundations that mainland can make use of, and compare the governments’ roles differences and reasons. Subsequently, the paper put forward government’s role construction of mainland through quoting Bulton’s role explanatory model that based on the executive level diferrence, and present a policy framework for the government’s role in the leisure agriculture industrialization. Finally, the dissertation gives a conclusive summary and representative conclusions.
