Since 1996, the number of expropriated Chinese agricultural land has reached by 1.35 million hectares, more than 50 million farmers lost their farmland. Losing farmland means that farmers have lost basic survival safeguards. Whether the legitimate interest for the peasants in the requisition income allocation on process in agricultural land can be guaranteed is of great importance to the future of the living conditions of peasants. Some local governments take extremely unfair measures to farmers, which to get the farmers’ land with national force, and offer a low compensation standards, resulting that the farmers obtained minimal compensation in the expropriation income distribution of agricultural land. It undermines the fundamental interests of farmers.Currently, the rural collective land ownership rights in China is an incomplete Rural collective land ownership is fuzzy and property rights are not clear, which directly led farmers to a weak position in the agricultural land expropriation income distribution. Due to the agricultural land property rights are not clear, it falls into the public domain. The government explains the property rights casually with the convenience of using the rights, deprive of the right that belongs to the subject property. In the expropriation of agricultural land on the distribution of income, the government should not be a protagonist. But in the absence of legal constraints, the government control the whole process of agricultural land expropriation, resulting in a real imbalance in income distribution. The fact that the government monopoly and the right to existence of the phenomenon of excessive concentration has created a good environment to "the right to rent-seeking". Because of the absence of monitoring mechanisms, government officials often rent-seeking nature of corruption, in order to satisfy their own selfish interests, which breeding the ground for corruption officials.As the government’s "nerve endings", villagers’ Committees are affected by the government in the process of expropriation of farmland, failing to represent the fundamental interests of farmers. At the same time, because of the committee members themselves self-interest features and the lack of effective monitoring to the villagers’ Committees, there are village committees principal-agent problems in the practice of agricultural land expropriation process. There is still chaotic land acquisition procedures, inequitable distribution of land compensation fees and the law on rural collective land ownership and other issues that belonged ambiguity in the income distribution of agricultural land expropriation process in China.As a basic factor of production in the lives of farmers account for a pivotal position, agricultural land is the basis for the farmers. The interests of farmers is one of the fundamental interests of the country. Whether the farmers’ interest income allocation process can be guaranteed in agricultural land expropriation is related to the lives of farmers long-term stability and the country’s stability.This thesis will regard the agricultural land expropriation income distribution as the core study, and analyzes it in six parts.The first part describes the background and significance of the research, and then describe the main content and research ideas of the article and the article’s innovation. The second part, review the theoretical research and give theoretical evaluation and summary for the relevant literature. The third part, basing on the concept definition, this article describes the root causing analysis of land expropriation proceeds form. Describe the current status of agricultural land expropriation income distribution. Through the analysis of income distribution of agricultural land expropriation status quo, problems hidden behind the institutional roots will be found. The fourth part,through the establishment of "agricultural land shares in cooperatives" approach, using the case study in rural land shareholding is the way on agricultural land expropriation income distribution mechanism. The fifth part, through the establishment of "agricultural land shares in cooperatives" approach, using the case study in rural land shareholding clear property rights of rural collective land, trying to solve the land problem of unfair distribution of income. The sixth part, provide agricultural land expropriation income distribution mechanism of relevant policy recommendations for the government.The main innovation of this thesis lies in the case study in rural land shareholding, discussion on agricultural land expropriation income distribution mechanism. "Agricultural land stock cooperatives" to enter the land market in the process of agricultural land expropriation. Taking the approach of market regulation to configuration land resources is the way to clear property rights of rural collective land, trying to resolve the current Chinese income distribution unfair land issue.
