| The new rural construction is the direction and trend of China’s agricultural development. Pengzhou municipal government in late 2009 established a number of new rural construction, to promote the further development of new rural construction in the demonstrative province. Having implemented it for four years, how the evaluation of the performance should exactly be undertaken, either scientific, comprehensive or accurate, has been an issue of concern to government departments and academics alike. However, the government’s evaluation of the performance of the new rural construction is still mainly a qualitative assessment, quantitative assessment, supplemented by demonstrations but does not have a more effective system of performance evaluation and assessment methods, which makes it difficult to measure the full scientific demonstration of the level of the new rural construction and development of its constraints. Therefore, in order to test the new rural construction and development of scientific achievement, the establishment of a new rural construction performance evaluation system targeted to carry out the new rural construction demonstrative performance evaluation is essential and must therefore have important theoretical and practical significance.In this paper, the theory of economic change in the urban and rural, regional economic growth theory, theory of urban and rural development, performance evaluation theory, using the analytic hierarchy process, fuzzy comprehensive evaluation method, barrier analysis method was used for the construction of new rural Pengzhou demonstrative province to conduct performance evaluation of the new rural construction research, an analysis of the constraints of its existence was undertaken, and suggestions were made. The main contents of the study include:(1) study on the construction of the new countryside home and abroad were reviewed, including the development of the background and reasons for the research, reference and comparative research experience, development mode, Index System, a new performance evaluation study of rural and a brief commentary, find a breakthrough research, and provides a guideline for the study of this article for reference. (2) On the basis of these conditions, the development status of the development of new rural construction demonstrative was described using statistical analysis. (3) Combined with a practical demonstration piece of agricultural development, the establishment of a more targeted, and a new performance evaluation system integrating rural development with emphasis on technical to determine the weight of each index by AHP. (4) A combination of survey data and statistics, fuzzy comprehensive evaluation method for the construction of new rural demonstrative performance levels were evaluated, and a brief analysis of the reasons for, and barrier analysis method used to detect the constraints of its existence.Finally, based on the results of a comprehensive analysis of the evaluation findings suggestions were put forward. The findings of the evaluation are:(1) the construction of new rural Pengzhou demonstrative province evaluation results as "general", while biased in favor of "good" because of the development of production, affluent life, rural civilization, clean and tidy village and democratic management in these areas performance in general, and biased in favor of "good", especially in democratic management, clean and tidy village is more excellent performance in these two areas. (2) Restricting the construction of new rural Pengzhou demonstrative province develop the two most important factors is the development of production and affluent life. Measures proposed are:to accelerate agriculture, increase farmers’ income; grasp the advantages and opportunities to enhance regional competitiveness; establish a diversified incentive system. |
