The Research On The Performance Evaluation Of China's New Rural Infrastructure Projects

In recent years,with the continuous progress of the new rural construction process in our country,the governments at all levels have increased investment in infrastructure construction in the new rural area,and the infrastructure conditions have greatly improved.At the same time,some issues are gradually exposed,such as low investment performance,low construction standard,serious environmental pollution,and weak operational management capabilities.There are many reasons for this,but from the perspective of public management and project management,there is mainly lack of a set of indicators and evaluation methods that can measure project performance scientifically and reasonably.Therefore,in order to give full play to the investment benefits of new rural infrastructure projects and enrich the performance evaluation theory of infrastructure projects,It is necessary to establish and improve the performance evaluation system of new rural projects.By analyzing the background of the times,the economic and social status,the significance of the paper's research was clarified.Based on the latest research results of project performance evaluation at home and abroad,and combined with relevant concepts such as rural infrastructure and new rural construction,the definition,characteristics and classification of new rural infrastructure projects were given,the concept and scope of new rural infrastructure project performance evaluation were defined.In view of the construction of the performance evaluation index system for new rural infrastructure projects.The logical framework approaches were drew.From the perspective of the project life cycle,an index framework system for performance evaluation of new rural infrastructure projects were constructed from the following five dimensions:project decision-making,project input,project process,project output,and project impact.According to the principle of performance evaluation index design,a relatively systematic and comprehensive performance evaluation index system for new rural infrastructure projects was established by using literature research,expert judgement and other methods,For the establishment of performance evaluation models for new rural infrastructure projects,taking into account that the cloud model can comprehensively reflect the ambiguity and randomness of complex systems,the uncertainty in the decision-making process can be avoided to the maximum.The cloud model and multi-level fuzzy comprehensive evaluation model were tentatively combined,and a multi-level fuzzy comprehensive evaluation model based on cloud model was established,which solved the problem of conversion between qualitative language values and quantitative values,and made up for the shortcomings of multi-level fuzzy comprehensive evaluation method that ignores system randomness..In view of the applicability of fuzzy comprehensive performance evaluation model based on cloud model,an case was analysised and simulated the final evaluation resultsby using Matlab.The results show that the method can accurately reflect the status of the performance of the whole and various stages of the project,the applicability of this performance evaluation model was verified.And in response to the problems reflected in the performance evaluation results of the example project,proposals such as standard project decision-making procedures and sound capital management systems were proposed..
