Our country start to begin a round with vigour and vitality of farmland circulation change from 2009, it is the important way to realize the scale operation of land, improving agricultural labor efficiency, but also the breakthrough of a new round of rural reform.The domestic scholars have a lot of land macro necessity, government guidance functions, the land transfer in the form of micro West City, county (District) land circulation policy to promote, inspector supervision, research on rural land transfer principle of the article less, I deeply study the case of rural land circulation in Fucheng area of Mianyang City, found there are five main problems in rural land circulation:one is the security function of land to peasants is very important, farmers are still afraid of losing land; the two is the lack of infrastructure supporting policies to support agricultural enterprises is not much amount of investment; three is the lack of operational law mechanism and administrative supervision mechanism, transfer behavior need further specifications; four is the rural land transfer is larger "non-agricultural", "non grain" of the three industry trend; five is the rural land transfer is leaps and political situation. I am deeply analyzes the causes and put forward the following five measures and suggestions:the first is to develop favorable to promote employment and social security policy, solve the transfer of farmers landless worry; the second is to strengthen the funding and policy policy to agriculture, the introduction of capital investment in agriculture; third is to establish and perfect the rural land transfer regulations and organizing system, to solve the supervision organization and system security; fourth is to increase supervision of processing strength, adhere to the "rural land" principle does not shake; fifth is to eliminate the leap and political thinking, actively and steadily push forward the rural land circulation.
