There are great potential in the current global oil and gas resource, theproduction of the world oil will continue to increase, and provides larger developmentspace for our country petroleum machinery. The oil industry and the market hasbecome more open and more mature, there are hundreds of petroleum machinerymanufacturing enterprises, the state-owned and private enterprises, joint ventureinside and outside the industry after20years reform and opening up process. On thewhole, the supply have already exceeded demand. The competitions between all kindsof product market are becoming increasingly intense, and some have been developedto white-hot degree.With the continuous improvement in the performance evaluation system, andperformance management plays a significant role in more and more modernizedenterprise. There are few alternatives in petroleum machinery industry. So thecompetitions between petroleum machinery enterprises are not very intense. Theenterprises management mechanism in the petroleum machinery still stayed in theoriginal planned economy condition for a large extent, and the "value" the standardwas still used for enterprise performance evaluation, and there were large backloginventory in nearly10years. Some inventory never sales because that the product haswithdraw from the market. The distribution system based on the output value leads tounfair income distribution, and seriously hindered the sound development ofenterprises. This enterprise hopes to search for a suitable and effective performanceevaluation and salary management mode according to own actual situation. Withpetroleum machinery development increased in our country the enterprise hopes toenhance the enterprise the competitive consciousness by the scientific and reasonableperformance evaluation system and promote the enterprise long-term stable operation. This paper focuses on the particularity of petroleum machinery processingenterprises to change the present situation of the low efficiency for enterprises. Themain problems to be solved in this paper is the promotion of enterprise’s value, theimprovement of work efficiency, the reduction of the enterprise risk, and theimprovement of the international environment. The performance evaluationmechanism of petroleum machinery processing enterprises based on the balancedscore card is not only pay attention to the benefits, but it also pay attention to thedevelopment of the enterprise staffs to guarantee the long-term development of theenterprises. Building the performance evaluation mechanism, which is really suitablefor the enterprise, is the innovation of this paper. According to the four dimensions ofthe balanced scorecard, this study analyses the strategic goal of the enterprise, sets upthe key indices of the performance assessment, establishes the operation mechanismof performance evaluation from top to bottom and bottom to up, and makes a new tryin the performance evaluation mechanism of petroleum machinery processingenterprises.Based on the competition environment and global challenge of petroleummachinery processing enterprises at present, first, this paper presents the researchbackground and significance, and puts forward the current performance evaluationmethods at home and abroad and the thesis framework. And then, the method and theinnovation of this study are introduced in brief. Then the theoretical basis of balancedscorecard theory is introduced, and the concept, the origin and the development of thebalance scorecard are also presented. Next, the management situation, operationcharacteristics and the problem of the performance evaluation system is analyzed forthe D petroleum machinery processing enterprise. Further, combined with the relatedtheory of the balanced scorecard, the performance evaluation system of the petroleummachinery processing enterprises based on the balanced scorecard is built from fourdimensions, including the finance, customer, internal process, and learning andgrowth, and the indicator system between the four aspects is established. The finalperformance evaluation indices and scoring rules are determined, and the feasibilityand adaptability of the balanced scorecard are demonstrated in petroleum machinery processing enterprises. Finally, it points out the possible problems of the balancedscorecard in the implementing process and the problems which are required to befurther studied and solved.
