Resource allocation problem is one of important application of management science. As we all know, data envelopment analysis(DEA) has proved to be an excellent approach for measuring relative efficiency of decision making units(DMUs), without pre-estimate the production function form, only with the original decision unit input and output data, so it’s good to avoid a variety of subjective factors Impact. Compared with other methods, DEA method has an absolute advantage in dealing with multi-input multi-output efficiency evaluation issues. However, the allocation of resources usually have a multidimensional target, such as a banking enterprise, it has to achieve profit maximization of economic objectives, but also pursue a waste of resources cannot be excessive. Currently researchers mainly consider efficiency criterion, or based on fairness criterion research distribution of resources between decision-making units, but ignore the resource allocation inside the decision units, resulting in a waste of resources to some extent.Therefore, this paper mainly uses mathematical modeling, game analysis and comparative analysis methods, based on existing literature about parallel systems between subsystems mutually on a peer relationship, according to more realistic situation of the DMU chart, establish a serial subsystem DEA model, taking into account the master-slave relation and shared resources between subsystems, and propose a non-radial DEA model of two-stage to set a target of intermediate products considering fair. Then, with deposit as an intermediate product, the bank’s management is divided into two-stage process includes financing stage and operational stage, which not only overcomes the problems associated with bank deposits, but also factually reflects the operation of the bank, and obtain a more reliable results. Finally, 10 Chinese listed banks as decision units, there is a empirical research about efficiency evaluation and shared resource allocation for each bank adopting 2012-2014 year data of financing stage and operational stage, on the one hand considering the overall efficiency of listed banks and the various stages of individual efficiency and optimize the allocation of shared resources, on the other hand further shows how banks set a fair deposit target value.The numerical example learn that the first stage inefficiencies of China’s listed banks’ makes the lower overall efficiency, and the proportion of the shared resource allocation between the different stages significantly affect the efficiency of each stage, thereby affecting the overall efficiency of the system; when considering equity targets set intermediate products to verify the model, from the numerical example can be found that the method requires indicators improved marginally, determine the production plan more equitable, and more likely to be accepted by the two-stage.
