Government procurement so far has been more than 200 years of history. In China, Government procurement system has been in its infancy stage and started to enter the management phase of the rule of law. Among them, the project procurement, the proportion of which accounting for the total size of government procurement is increasing every year, will have more and more important position. In the process of government project, bidding evaluation, as an important part of bidding for government project procurement, has direct influence on the quality and credibility of government procurement.However, our existing bidding evaluation system has the lack of scientificalness and rationality. This paper, in this background, started elaborate study of the bidding evaluation system of government project procurement.This paper reviewed the research and development of the correlatively domestic and abroad study. This paper, from the concept of bidding evaluation, process of bidding evaluation, building the organization of bidding evaluation, principles of bidding evaluation to methods of bidding evaluation, discussed the bidding evaluation system of government project procurement. Finally, this paper analyzed the existing problems of the bidding evaluation system of government project procurement.This paper, aiming at the problems which were proposed above, applied SMART principle, and improved the indicator system of bidding evaluation in technical, economic and social aspects, built new indicator system of bidding evaluation. This paper applied Analytic Hierarchy Process (AHP) to determine the weight coefficient of indicator. This paper proposed the joint bidding evaluation mode based on Value Engineering (VE) and Cost-Benefit Analysis (CBA). Thus, the bidder, who has best technical, economic and social benefits, is selected.Finally, this paper applied the above model of bidding evaluation system to the bidding evaluation of construction project. Consequently, this paper verified the scientificalness, validity and applicability of the design of the indicator system of project evaluation, the determining model of indicator weight coefficient, the joint mode of bidding evaluation. The optimal bidder, who can reliably achieve the function of projects, reduce the cost of projects, and consider integrated benefit such as social and environmental benefits. This paper, based on the above analysis, proposed the scientific and completed bidding evaluation system.
