International Experience Of Negative List And Its Practice In China

At present, the negative list mode has become the international general investment rules as a foreign investment access system used to indicate that a country’s determination and efforts to open the domestic market. There is no experience of negative list in our country, and the TPP protocol is intended to avoid China. This undoubtedly put pressure on Chinese foreign trade. Shanghai free trade zone will shoulder the great mission and responsibility as a testing ground for the negative list system. Due to the lack of experience, Shanghai FTA implementing negative list system need to draw on the experience of other countries, combining with its own development characteristics, and sinicizing,the negative list. It needs continuous exploration and practice. "Cross the river by feeling the stones."This paper analyzes the negative list management and international experience in international investment, combined with the implementation of the negative list system in Shanghai, China free trade area, put forward their own ideas and some possible policy recommendations.
