Manufacturing industry is the lifeblood of the national economy, is an important embodiment of the comprehensive national and competitive strength, in creating GDP and solving the people’s livelihood and employment play an irreplaceable role. But in the face of energy prices rising and demographic dividend disappearing, with the pressure bring by the raise of high-tech product’s market share and the invasion of high level products, the manufacturing industry which follows the traditional mode of development is facing enormous pressure of survival. Transformation and upgrading of manufacturing industry is not only the way to breakthrough the development bottleneck of itself and achieve the steady development of the economy, but also the only way to enhance the competitiveness of the region and even the country. Innovation is the driving source of the transformation and upgrading of manufacturing industry, it can reduce the operating costs of enterprises, improve enterprise profit margins, but also improve the product’s market competitiveness. To some extent, innovation can improve labor productivity and improve the demand structure, and optimize the industrial structure, and promote transformation and upgrading of overall manufacturing industry.This paper based on the perspective of innovation-driven, regard the transformation and upgrading of manufacturing industry as the research object, and launch systematic study on the influencing factors of the transformation and upgrading of manufacturing industry. On the base of absorbing and summarizing the relevant research results at home and abroad, combined with problems of the manufacturing industry transformation and upgrading, constructing a the index system which including a total of 15 subjective and objective indexes of four kinds and three layers, and using analytic hierarchy process and principal component analysis method to determine the weight of each index, and determine the importance of influencing factors of transformation and upgrading of the manufacturing industry. Regard the average data in recent five years of 32 provinces as sample data, analysis of existing problems of Liaoning manufacturing industry transformation and upgrading. The empirical analysis found that the manufacturing industry of Liaoning in the levels of regional development, enterprise management level and service innovation environment is poorer than provinces which the manufacturing industry is highly developed, and puts forward the suggestions to promote the transformation and upgrading of manufacturing industry in Liaoning.
