In the "13th Five-Year" period, the situation of domestic and foreign manufacturing industry has undergone tremendous changes, and the developed countries have carried out the major plans, such as "Manufacturing regression","industrial Internet","industrial 4.0" and so on.China is also deploying the "made in China 2025" "Internet plus" strategy to speed up the following steps and grasp the trend of the times.Meanwhile,Shanghai is entering a hard moment, and faces four rigid limits of population, land, environment and comprehend safeguard. The comprehensive cost of the economic development continues to improve, therefore,it is necessary to change the traditional manufacturing industry development mode which rely on low cost elements investment, accelerating the depth integration of "Internet plus" with manufacturing industry value chain, promoting the development of intelligent manufacturing,high-end manufacturing model, which triggered a new round of reform of manufacturing industry,to seize the commanding heights, and realize the transformation and upgrading of manufacturing and manufacturing power strategy.Based on the understanding of the connotation of "Internet plus",this paper use network innovation theory, comparative competitive advantage theory,Schumpeter social innovation theory and other multidisciplinary knowledge.First, this paper mainly analyzes the impact mechanism of "Internet plus" on the transformation and upgrading of manufacturing industry from three aspects: motive, method and effect.Secondly, through the analysis of the basic current situation and the main bottleneck of the upgrading and transformation of the Shanghai manufacturing industry, and the horizontal comparison of manufacturing revealed comparative advantage of six representative development industries in Shanghai in recent years and the vertical comparison of the overall labor productivity between Shanghai and Zhejiang,Jiangsu and Guangdong,so as to understandthe general situation of Shanghai's manufacturing industry. This paper use principal component analysis and factor analysis method and the Internet thinking to construct the evaluation system of the competitiveness of manufacturing industry from five aspects:the economic scale, economic benefits, innovation ability, production capacity, network level, and calculate the comprehensive competitiveness score of manufacturing industry in31 provinces and cities of China, supporting the elements that need to be added to the development of Shanghai's manufacturing industry. Then draw lessons from the United States,Germany,Japan,South Korea developed country by using "Internet plus" to promote transformation and upgrading of manufacturing, which can provide the direction for the transformation and upgrading of the manufacturing industry in Shanghai. Finally, through the systematic analysis, the article points out the general idea, key tasks and promotion path that Shanghai is using "Internet plus" to promote the transformation and upgrading, and provides a series of supporting policy suggestions for further structural adjustment and further development of Shanghai manufacturing industry.Through the study found that the manufacturing industry of Shanghai has slowed down the pace of development in recent years, and the comprehensive competitiveness of Shanghai manufacturing industry status in the country is belonging to the forefront, but there is still a large gap which compared with the coastal areas of Shandong,Zhejiang,Jiangsu,Guangdong. The research also shows that the Shanghai's manufacturing industry in innovation capacity, marketing service ability and the level of network are more outstanding, but the scale efficiency still need to be improved and strengthened.
