| As the proverb says,“an army marches on its stomach.” Tool management is essential for an enterprise. The operation management system and process influence the level of technology and production efficiency directly, and the key factors of the modern enterprise management as well. As enterprises frequently adjusts strategic and changes for the market competition, tool management is needed to be reviewed to improve the optimization of business processes in the structural integration and institutional innovation for better development.By comparing the present situation of the tool management of Harbin electric machinery company with that of the corresponding strategic objectives, and using scientific methods to analyze the business process, following problems are found: homemade tool management and tool management outsourcing are independent and interactional in the overall management framework of the company and other business; in addition, the tool management process is not close to the business control and increases the internal consumption. The result is that the higher the management costs the lower tool capital utilization rate is. Moreover, even the phenomenon when one department is waiting for production tools, and at the meantime the inventory of another department backlogs seriously, causes in a series of problems, such as the increasing of the operating cost, the failure of on-time production, the reduction of the user satisfaction, working inefficiency and so forth.Aiming at the tools managing problems in Harbin Electric Company(HEC), this paper introduces the concept of IE as a guidance, and some other concepts are used to optimize the tool management process, which includes Business Management Process(BPM), Process Management(MTP), Supply Chain Management(SCM) and Enterprise Resource Planning(ERP).Firstly, in this paper the energy efficiency of tool management in enterprise management process is evaluated, and then process optimization objectives are established based on the highly efficient, fast, scientific and rational use of the management functions as a principle. The collection of management information from the original financial demand and production services is one-dimensional and isolated, so we adjust the information by combining cost management, production management, process technology management and other information. Finally a scientific and effective management of basic data is achieved, and based on the integration of data the enterprise management decisions can be guaranteed.Secondly, based on the scientific method the level of tool management can be established in this paper, which apply operation management theory to improve warehouse management, outsourcing tools purchasing, tools installed scrap management, the access management, tools and tooling scrap management, experimental access management, tools management data analysis and collection module functions and the relationship between each model. The project management plan, application, production, procurement, warehousing, distribution, scrap and other aspects of the composition of the process is the goal of optimization. By controlling more strictly, improving the work efficiency, providing more efficient capital utilization, reducing operating costs and improving the level of technology, the level of the protection and services the overall level of enterprise management can be achieved.Finally, effect evaluation is carried out before and after the optimization of tool management. Effect is estimated amongst the cost, operation process, the protection of JIT production to information integration, and many other aspects of the data analysis.This paper studied tools management process optimization in the Harbin Electric Company. Some ideas in the paper are not only for HEC in improving management mechanism, plugging up loopholes in management, reducing operating costs and forging the enterprise core competitiveness, but also are some certain of reference valuable in the same type of power generation equipment manufacturing industry enterprise management tools, tooling management process optimization. |
