The market competition becomes increasingly intensive along with China economy has got into the new normal status in recent years, the labor cost of manufacturing enterprises grows up continuously, which causes the manufacturing enterprises are under the pressure of transformation and upgrading, the cost down and reduction of wastes as well as improvement of management levels are the main competitive measures for the enterprises in order to ensure that competitive position in the market, for the manufacturing enterprises like Suzhou Hawk company, the management of production planning is the primary measure for cost saving and enhancement of core competitiveness. While the efficiency of production planning management depends on the enterprises how to take full advantage of their production resources and reduce waste in the production process, improve production efficiency and production flexibility, optimize production planning management and improve the efficiency of enterprises.This article reviews related theories for production planning management and introduces the application of Value Stream Mapping(VSM) tools on the management of production planning, also analyses the advantage and disadvantage of both Manufacturing resource planning(MRPII) and Just-In-Time(JIT) production planning management theories. It combines them into one as a new merged pattern which can be the base for production planning management.This article takes Suzhou Hawk Company as the study object, it points out the necessity to optimize its production planning management model through overall analysis of production planning management model and business processes based on QAD ERP system, and it diagnoses the existing situations and problems on entire planning process and management system according to the characteristics of Suzhou Hawk’s production. This article also identifies the non-value added parts within the scheduling & execution process of production planning management by introducing the Value Stream Mapping(VSM) tool, it analyzes the problems of scheduling process within production planning management which has too long period of subcontract process and slow moving of manufacturing parts among production operations, these two problems cause that the manufacturing lead time too long and then lead to less flexibility of production planning management. There are two major issues existing within the execution process of production planning, first issue is the low efficiency of data extraction and updating, second one is the complexity of scheduling process because of too many steps within scheduling process.This article also brings up feasible optimized solution of production plan management for Suzhou Hawk Company after analysis of two type problems in production planning management. This solution includes efficiency improvement of sub-contract processes by introducing of leaning manufacturing tool, as well as the optimization of production processes by applying the combination of MRPII and JIT into this solution, these optimization measures establish the solid base for production planning management. As to increase efficiency of scheduling processes within production planning, the optimization solution introduces the latest production planning workbench to reduce the scheduling steps significantly, as well as implementing the data interface between QAD ERP and Excel to highly improve efficiency by referring to latest computer technology, which presents technical architecture with high efficiency. Meanwhile this article presents the related control points to the production planning management.As to safeguard the smooth implementation and reliable operation for the optimization solution of production planning management in Suzhou Hawk Company, this article brings up the relevant safeguard measures including organization, policy and human resources, which are for the necessary resources, manpower and management part of production planning management. Expectantly the research in this article can provide some references and inspirations to similar production enterprises.
