Research On Safeguard Measures Of General Land Use Planning

Land use master planning management includes plan-mending, approval, management on implementation,and so on. Researching and formulating safeguard mearsures are important parts in drawing up the land use master planning.It highly depends on actualization and management if the General Land Use Planning can achieve the desired results or not. Planning is the prerequisite and basis for the management, and while management is guarantee for the planning drawn up scientifically and brought into effect effectively. Strengthening researh on safeguard measures of the Land use master planning, also is objective needs in enhancing and improving the management work.Xuzhou City is an very important heavy industry city in Jiangsu Province. Since the implementation of the Last Circle of the Land use master planning, economic has been developing by leaps and bounds,and projects needs in land for enterprise such as Mining,transport,and conservancy has been increasing. At the same time, owing to astriction of manpower , material and some other factors, reforming for urban construction sites and rural settlements has evolved slowly, and the extent of intensive use is dissatisfactory. For which, the reason is nothing more than two aspects, one is the laggard plan-mending, the other is deficiency of implementation. Just for the short of safeguard measures, to a large extent, goals of the protection of farmland, land reclamation and the intensive use of construction land, are badly influenced when coming true. Therefore, in the new circle of General Land Use Planning's implementation, enhancing and consummating researh on safeguard measures ,is demanded not only by the central spirit, but aslo by the inherent requirements to improve and strengthen general land use in Xuzhou City.Accordingly, this thesis starts at research on safeguard mearsures of the land use master planning, based on the practice, uses safeguard mearsures domestic and overseas for reference, analyses the system, policies and approaches, then conceives and canvasses safeguard measures of land use master planning of Xuzhou city. The content and structure are as follows: ChapterⅠ, the prolegomenon, expounds the research background, the progress of study in related fields domestic and abroad, puts forward the objectives, content, methods and frame. ChapterⅡ, successful experience of developed countries and our country in implementation and management of land use master planning are put forward, and it's significance is recommended to the establishment of Xuzhou land use master planning's security measures. ChapterⅢ, analyse the implementation status quo of Xuzhou land use master planning, summarize the effect and successful experience of the last circle in, canvass problems and characteristics of the current one. ChapterⅣ, based on analysis of the basic theory in safeguard mearsures application, give a clear system for the implementation mearsures of the land use master planning in Xuzhou City, including relevant basic, essence principles, targets and route. ChapterⅤ, six aspects as legal protection, financial security, administrative security, social security, scientific and technological support are discussed in the land use master planning and safeguard managements are given for Xuzhou City.
