A Study On Land Banking Decision Making Change In China

As a kind of public decision making, the land banking has a huge promotion to regulate the land market, improve the land supply, promote the adjustment of industrial structure and the infrastructure construction. Since the establishment of land banking institutions in China, the land banking decision making of local government, which has characteristics of deal and administration, gradually form in short term economic benefit as the goal. The decision results often deviates from the urban land banking welfare goal, and lack of theoretical guidance and decision making basis. Currently China’s economy gets into new normal, along with the new round comprehensive deepening reform, which involves in administrative system, taxation system, land system, financial system and many other fields, and to promote the rule of law, experience decision making, with the characteristics of deal and administration, will face the challenge of transition.The paper attempts to build a systematic and scientific urban land banking decision making system and improve its internal operation mechanism, from a system integration of land banking decision making institutions’ functions positioning, establishment of the theoretical and objects system, analysis of the content and choices of the method, through a systematic analysis of foreign countries’ decision process and using the method and experience of its decision making, based on a review of the development and change of China’s land banking system and analysis of the driving mechanism of the new round comprehensive deepening reform of it. On this basis, to further explore the ideas and measures of Tianjin land banking decision making process transition, and gives the innovation path of its practice, in order to offering governments and their agencies consults to regulate macro land markets, enhance the capacity of regulating land markets, then make the urban development sustainable. The main research content includes the following 6 aspects:1) Present situation of land banking decision making research at home and abroad. To sort out and review the land banking system, and compare the characteristics of it in different countries. To sort out and review the literatures of the relevant theory, process and objects of land banking system. To sort out and review the practice paradigms of land banking decision making.2) Land banking decision making system environmental changes in China, including the emergence and development of land banking system, the development of supply and demand and the characteristics change of land banking system at different stages of economic development. Comprehensively deepen the profound influence of the supply and demand of urban land banking.3) To build the urban land banking decision making system under the background of comprehensively deepening of reform. On the basis of an accurate grasp of the overall requirements of the reform, based on the theory and methods of institutional economics, welfare economics and decision science, combined with the characteristics of the land banking system itself, from a system integration of land banking decision making institutions’ functions positioning, establishment of the theoretical and objects system, analysis of the content and choice of the methods, to build a systematic and scientific urban land banking decision making system.4) To establishment the internal operation mechanism of the land banking decision making system in China, from different angles such as the dynamic mechanism, information security mechanism, coordination mechanism and implementation mechanism.5) Based on the research of land banking decision making system transition in China, gives the innovation path of its practice by taking the development of Tianjin land banking decision making as an example.
