A Study Of Urban Land Banking In Xi'an City

Land banking as a method of national regulation of land market is implemented by Holland, which is much significant effect. There are many European countries to carry out land banking by early 20th century. In addition, land banking was carried out by Canada, Australia and so on. Land banking had had a relative mature operational model in these countries. With the establishment of the first banking organization-land developing centre in Shanghai, there are 1600 land banking organizations in China by 2003. The land banking organization in Xi'an is built in August 2002, this article analyzes the problems of the land market in Xi'an and demonstrates the necessity to establish the land banking; predicts the land demand in Xi'an through the analysis of the land use status and influence factors of land demand to determine the reasonable scale of land banking which provides a scientific basis for the land banking implement; establishes the land banking management model in Xi'an on basis of the relevant research findings both at home and abroad and the land use status of Xi'an. The main research findings of this paper:(1) analyzing the effect factors of land demand of Xi'an through the land demand in the process of the urbanization with the land use status of Xi'an, and then calculating the land demand of Xi'an in the next five years based on SVM;(2) qualitative analysis of the relationship between land banking quantity and land demand, the effect factors of land banking quantity based on the present situation of Xi'an land banking, on the basis of which establishes the prediction model of land banking quantity in the next years;(3) analyzing the effect of the land banking for the real estate based on date arrangement of the Statistic Chronicles of Xi'an from 1996-2006 and the whole real estate market in Xi'an;(4) providing the ways of the land supply and supervision modes in the process of the land banking implementation based on the problems in the above process.
