Power industry in China has developed rapidly since the marketization-oriented reform in 2002. Installed capacity of power generating industry in our country has increased to 1.257 billion KW, being the first one in the global. And the consumption of standard coal for generating 1KWH electricity power and power consumption rate for station service has decreased by 15% and 18% to be 301.6g/kwh and 5.05%. These are great achievement of the reform in 2002. Meanwhile, some studies shows that the efficiency of power generating industry is still very low. The conclusion is witnessed by the decreasing capacity utilization rate, which means the producing capacity has not been fully used. In all, the above statement may confused us:what level on earth the technical efficiency is at, how did it change in these years, and what is influencing it. These questions come to be the topic in this paper.The introduction part in this paper looks back on the domestic and abroad literatures about this field, which give us some clues about our following study. The first chapter introduces the theory and calculating methods of the technical efficiency. The second chapter introduces the development and analyses the current situation of the power industry in China. The third chapter theoritically analyses how the influencing factors work on the technical efficiency. The forth chapter calculates the technical efficiency among 2003-2012 and empirically analyses what and how the influencing factors work on the technical efficiency. Conclusions are as following:(1) The technical efficiency has increased among these years with an average of 0.81. (2) the ownership structure has evident influence on the technical efficiency. The higher the ratio of state capital is,the lower the efficiency is. (3) coal price and electricity price has negative and positive influence on the technical efficiency. (4) the technical efficiency is in a upside down U shape to the size of power plant. And the most power plants can improve its efficiency by enlarging its size. (5) the technical efficiency is also in a upside down U shape to the discharge amount of sulphur dioxide. And the most power plants can improve its efficiency by decreasing the discharge amount of sulphur dioxide. (6) the cost of fuel transportation and power consumption rate for station service work negatively and positively on the technical efficiency. The last chapter, relying on the above empirical conclusions, comes up with some measures, such as, deepening the reform of the ownership structure, changing the regulating method of electricity price, improving the scale economy effect and strengthening the environment regulation, to improve the technical efficiency of power industry.
