In the guarantee industry, the project manager can be described as the core figure in the team. Project manager to do good or bad is directly related to enterprise’s profit, risk prevention capacity and future development prospect. Whether state-owned guarantee industry in an increasingly competitive environment maintain competitive advantage depends on the ability to attract and retain project managers who are key talents. While compensation system is constructed effectively in order to guide and motivate project managers, to mobilize the enthusiasm of project managers, to enhance the competitiveness of enterprises and to and promote sustainable development.The research object of this paper is the state-owned small and medium-sized enterprise credit guarantee company’s project manager. This paper is based on the theory of modern compensation management and will carry out the compensation system of the project manager.This paper first describes the design theories of compensation about project manager, and then discusses several nowadays more extensive use of the salary structure model to explore the scope of application of these compensation models and compare their respective strengths and weaknesses, which lays a theoretical foundation for this article. Then the paper study the development of the guarantee industry, and focuses on the management status of state-owned SME credit guarantee companies, business processes and business types. Next, focus on the importance in the whole guarantee business processes of the state-owned SME credit guarantee company’s project manager, describe the role of job responsibilities, and analyzes the requirements particularity of project manager. Then, analyze the compensation state of the state-owned SME credit guarantee company’s project manager. Last, according to industry background and job responsibilities of project managers, make sure the principles of compensation design, design salary compensation framework, choose compensation package, determine compensation policy, evaluate position and design performance wages. Finally conclude that the design of state-owned security industry project manager salary system.In this paper, the compensation design of state-owned SME credit guarantee company’ project manager is based on the theory and practice. The papers presented not only the compensation design ideas for project manager of the state-owned security industry, and designed specific actionable implementation plan, and I hope to provide a reference for the guarantee industry of compensation design. And compensation system designed reasonably for Project manager of state guarantee industry is to enhance their competitiveness, and promote the sustainable development of the state-owned guarantee industry.
