Study Based On The Reform Of The Co-ordinate Scientific And Technological Resources Of Shaanxi Science And Technology Innovation Policy System

Ratified by the State Council of China in 2009, "the Development project for the Huanzhong-Tianshui Economic Zone" proposes that a reformatory demonstration base featuring a comprehensive arrangement of the scientific and technological resources should be constructed in the Guanzhong-Tianshui economic zone. This is a commission of tremendous significance granted by the nation to Shaanxi Province. Science and technology are not only the critical to enhance economic development but also essential for the improvement of economic quality. Viewed as an important means to safeguard the application of science and technology for social and economic development, policies concerning science and technology play a critical role in facilitating government to regulate and manage public affairs.The purpose of establishing such a reformatory demonstration base is to carry out an overall planning regarding the use of the scientific and technological resources which were isolated and thus not utilized effectively in Shaanxi. By doing so, an integrated plan of production, learning and research can be guaranteed; moreover, the interactive development of the science and technology for military and commercial uses and the mutual share of such resources at the national and provincial levels can be promoted to explore new approaches to boosting innovation occurring in economic zones as well as the whole nation.Among all the ratified policies regarding science and technology innovation in Shaanxi province, the construction of the reformatory demonstration base featuring a comprehensive arrangement of the scientific and technological resources in Guanzhong-Tianshui economic zone is an issue of great importance, which serves as the breakthrough point of all the innovative endeavors lately carried out in Shaanxi province. Through the comprehensive arrangement of the available scientific and technological resources, this project will boost the development of science and technology in Shaanxi, providing thereafter impetus for the development of Western China, and making breakthroughs in the fields of independent innovation and regional innovation system.In this article, the current independent innovation policy system of Shaanxi is analyzed, followed by a review of the background of reforming the use of scientific and technological resources. By drawing on innovation policy systems adopted at home and abroad, this article proposes some practical suggestions for better establishment of innovation policies based on reformatory comprehensive arrangement of the scientific and technological resources.
