Organizational routine is a behavior pattern that many people participate in and repetitive, and it is closely related to the survival and development of organization. Under the background of global economic integration, establishing multinational corporations and joint ventures has become an overwhelming boom. After Enterprises become the joint venture, due to the internal and external environment changes, members from different countries in the organization do things in different ways, sometimes even conflict, So that the survival and development of enterprises is under threat. Therefore, in order to reduce the conflict, to develop the enterprise better, we must first understand the driving factors of organizational routines, and the evolution process of organizational routines.The paper divide product R&D into the foreign R&D and localization R&D two stages, according to the important events of Sino-foreign joint venture Brilliance BMW, use the method of grounded theory to research the case, at the same time analyze it from open coding, axial coding and selective coding three stages with NVivo10.0 software, and conclude 34 concepts,15 categories and 5 core categories at last. Then this paper analyzes the original data and coding constantly, and concludes driving factors have five classes:cultural differences, technical ability, market competition, national policy and corporate strategy. Among them, corporate strategy, technical ability and cultural differences are the internal driving factors, and national policy and market competition are the external driving factors.Then, this paper uses a longitudinal analysis on the case study of BMW brilliance to study the evolution process of organizational routines. This evolution is the result of external and internal driving factors under common effect produced. The internal driving factors is the internal basis and promote the evolution of routines; the external factors are external thrust of organizational routines evolution. Both two groups work together to promote evolution of organizational routines. In addition, this study verified the stage of organizational practice evolution through development to search, select and copy. That is to say, at the beginning of the joint venture, because Chinese R&D ability is very low, the joint venture completely copy the practice of Germany in product R&D, the organizational R&D routine change in the external factors of national policy. In order to adapt to this change, the organization will search methods to solve this situation. Then the enterprises choose the most suitable method (that is localization development) in many routines, according to the company strategy and market competition situation. Because this method can not only effectively solve the current situation the enterprise faces to, but also can speed up the work efficiency. Therefore, the organizations can copy this method, namely the new routine come into being.Finally, according to the conclusion of the study, combined with the specific characteristics of Chinese transnational business enterprises, this paper put forward specific suggestions for the organizational routines evolution in Sino foreign joint ventures, hoping to provide some help for the management of Sino foreign joint ventures.
