Research On The Development Of Family Farms In Fuxin

In 2013, document NO.1 of the Central Government proposed to create good conditions and environment in order to support the development of family farms. It’s a new measure that our country takes to promote agricultural development, strengthen the household contract responsibility system, and to and promote the development of rural economy. Governments at all levels pay close attention to the development of family farms, and there are a variety of measures stimulating the development of family farms rapidly and healthily in Fuxin City, Liaoning Province. Under the support of government policy, the family farms’ construction in Fuxin has achieved great progresses. With the number of family farms increases, more and more farmers get benefits. Although the beginning is late and the development is in a low level and lack of experience, there is still a great potential for developing the new agricultural model in Fuxin. Governments give more privileges and subsidies in the development of family farms, so that the family farms can develop along the scale and modernization.Firstly, the paper analyzes the research trends of family farms both at home and abroad according to the documents. This paper discusses the connotation, characteristics, establishment conditions, and the scale of the family farm. Then it orders the viewpoints of some foreign scholars to demonstrate the necessity of developing family farms. Based on the economic theory such like economies of scale theory, we analyses the field survey data and network data about the development status, development effect, management mode and social service system of Fuxin’s family farms. There are some problems and obstacles existing in the development of family farms in Fuxin city, including the nonstandard system of land circulation, the instability of land scale, the low-grade government participation, the lack of government support, the lack of agricultural infrastructure, the imperfection of social service system, the low-level quality of the labor force and the low efficiency of agricultural management. Finally, the paper put forward new proposals to solve the current problems in order to promote the development of family farms in Fuxin City:(1) Regulate the land circulation and expand the scale of land;(2) Improve government participation and increase support efforts;(3) Strengthen the infrastructure construction and improve the social service system;(4) Strengthen the education and training of farmers, improve the quality of labor.
