| Feasibility study plays an important role in scientific decision-making for construction project, which provide the basis for decision-making and implementation for projects. Project feasibility study usually conducts necessary analysis and evaluation for project scheme determination, safety, environment and economic benefits of the projects, etc. This method plays an important role in improving the reasonability of the final decisions of the project.In the paper, principles and methods of the feasibility study are used to evaluate the feasibility of diesel quality upgrading project according to the characteristics of the petrochemical industry. The potential financial benefits after completion of the dieselquality upgradingproject are forecasted. Thus, the necessity and feasibility of the diesel quality upgrading project are presented.First of all, in the first chapter of this paper, the background of project construction and the significance of research is analyzed to demonstrate the necessity of the diesel quality upgrading project and conduct a comprehensive technical assessment of the project. Technology route and effective technical solutions are determined based on actual situations.Starting from the evaluation of security risk and environmental assessment, the potential risk of the project is analyzed and reasonable suggestions is presented about project risk management in the second and the third chapters, respectively. In the fifth chapter, the economic viability of the project is assessed, the feasibility of the project on economy is demonstrated and the economic benefits of the project are calculated. A clear conclusion is given according to the analysis of various aspects of the feasibility of the project, which is feasible no matter from the technical, safety and environmental analysis or from economic evaluation. The conclusion of this paper provides not only the investment decision-making basis for this project mentioned in the paper, but also a reference for the assessment of similar petrochemical projects in China. |
