Study On The Model Of Rural Land Transfer In Zaozhuang

Land is the basis of livelihood and development. In order to ensure stable and rapid development of the country, the use and protection of land resources must be paid much attention to, especially the reform of rural land system. Since the 1990 s, agricultural industrialization and modern agriculture developed rapidly in our country. Rights to the contracted management of farmland circulation gradually become the basic channels for accelerating and expanding farmland scale operation, the main contents of adhering and perfecting the household contract responsibility system, the important measures of influencing and promoting rural economic development pattern change.Through literature review, questionnaire survey and field tours of research, combination of qualitative and quantitative, comparative analysis, dynamic analysis and other methods, this paper selected Zaozhuang City, Shandong Province as an example to analyze the current situation of rural land transfer in Zaozhuang and its control factors. And the paper introduced the basic situation of the reform and innovation of the land transfer system in Tengzhou, which is the model of land transfer in Zaozhuang. Through the "Tengzhou mode" of the typical example to highlight the effectiveness of the land transfer in Zaozhuang, and thus further Zaozhuang land transfer problems and improve measures.To promote the healthy and orderly transfer of rural land contractual management right in Zaozhuang by summarizing and improving.The main results of this paper are as follows:(1)To sum up the characteristics of the land transfer system in Zaozhuang, including: "Trinity" of the reform mechanism, to promote and standardize the reform of the eight systems and four mechanisms, the reform of financial institutions, the establishment of the country’s first rural land assets assessment firm and registered by the industrial and commercial land, etc..(2) Through analysis of Zaozhuang reform of land transfer mechanism, summed up the existing problems and the analysis on restricted factors in the reform, the main problems: transfer procedures are not standardized, rural land financing system is not perfect, "non food", "non agriculture", etc.(3) Analyze the basic situation of land transfer model in Zaozhuang: the construction of the rural collective land transfer market platform carrier in Tengzhou, create six operating mechanism of rural collective land transfer system in Tengzhou, put forward four principles of rural collective land circulation in Tengzhou. Then, sum up the achievements made by the "Tengzhou model",(4) Put forward the problems of land transfer in Zaozhuang city,then, put forward the measures to improve: promote land reform, make the registration of land ownership, reform the rural financial market mechanism and innovate the rural financial products, rural social security system reform, rural land transfer system reform requires the government’s active guidance and regulation, actively cultivate standardized rural land transfer market, etc..
