With the rapid development of social modernization,land resources become increasingly scarce resources,this constraint also make,with an expected return of rural land that farmer theory of property have may change as the form of currency and capital wealth. Eighteen years,the central government clearly put forward the "to ensure food security,promote agricultural efficiency and farmers income as the goal,adhere to the rural land collective all,realize the ownership and right to contract and management right Sanquan division". Addressed in this paper is about the rural land contract management right is refers to the farmers or agricultural scale business entities (including professional farmers cooperatives, family farms, specialized households, agricultural enterprises)tosubcontract,lease,exchange,transfer,joint-stock cooperative form,through the legal organization of transactions of property rights transfer or tender,auction and negotiation to obtain a legitimate way of rural contracted land management,earnings and dispose of rights. Rural land contracting management right circulation capitalization is that,in the current environment,it is to point to financial institutions to meet the needs of the rural organization through the land circulation produced capital requirements set does not change the nature of rural land ownership,does not change the premise of contract right of rural land and agricultural purposes,the rural land contract management right as mortgage loan business.Since the beginning of 2008,Zaozhuang in the country earlier on the reform of property right system in rural areas of exploration and practice,explore the implementation of the "one license a a society" as the core of the "Trinity" of rural land use reform of property right system,then the position clear to circumvent the rural farming land ownership and use the "property rights" argument,now recognized the "franchise". In the reform,giving use of rural land property rights,property rights,to have secured qualification,revitalize the rural land capital,formed with local characteristics of "Zaozhuang Practice",and has a certain influence in the same practice. Back in the past,the practice of Zaozhuang basic agreement with the country expected to explore mode,from the current point of view,there is a certain reference to promote the current national "two rights" mortgage pilot.Farmland transfer and its capital operation has strong Chinese characteristics,some parts of the country has on agricultural land contract mortgage business innovation in the financial system has carried on the beneficial attempt therefore,in this paper,the main draw at Jilin and Qingdao area of experience.In Zaozhuang City agency of farmland circulation in the capital operation of the existing problems and risk factors are analyzed,and puts forward the relevant countermeasures and suggestions:to straighten out the land transfer basic legal relations,deepen the reform of property right system of the rural land contract management rights and ownership registration,fully do a good job of agricultural land transfer of financial services,regulate and promote financial guarantees and risk compensation fund mechanism construction,perfect rural land property right transaction mechanism,cultivate qualified new agricultural business entities.
