Research On The Rationality Of The Policy Of The Highway Toll

"Loaning for Building Roads and Tolling for Repaying" is an important policy that the country issued to speed up the construction and development of highway traffic. Since the implementation of this policy, the shortage of highway construction funds has been eased, and the pace of highway construction has been greatly accelerated. Depending on the policy of "Loaning for Building Road and Repaying with Collecting Toll Fees", the construction of Chinese highway has made remarkable achievements. By the end of 2014, the total mileage of roads in our country reached 4463900 kilometers, including 111900 kilometers of highway mileage, and has been in the forefront of the world.Characterized by high speed and convenience, the highway has played a great power for the rapid development of economic society in China. Reasonable charging has made the highway operate effectively, achieved the "free, safe, comfortable, beautiful" goal, so that effective resources can be reasonably configured to achieve the sustainable development of the future highway. But with the economic development, many shortcomings of charging policy gradually showed up, the conflict between highway construction operators and users have become increasingly prominent, which direct lead to the issue- whether the highway need charging or not? If this problem is not carefully studied, it is bound to have a bad effect on the healthy and sustainable development of China’s highway industry which will not only affect the operation of the highway, but also restrict the further development of the national economy.Guided by methodology, this paper analyzes and compares the highway toll collection policies in Shandong province. Based on the analysis and comparison of the existing research results, the paper analyzes the existing problems of highway management, and discusses the problems and dangers of highway toll collection, and then summarizes the necessity and the improvement measures and give suggestions for the future, in order to ensure the health and fast development of highway construction industry.
